ORDER:
The Director of School Education, in his letter 13th read above has stated that, in the reference 1st read above, Govt. of India has enacted RTE Act, 2009 on 27.08.2009 titled “The Right of Children to Free and Compulsory Education”. In accordance with the provision of Sub-Section (1) of section 23 of the RTE Act, National Council for Teacher Education (NCTE), New Delhi in its Principal Notification dated 23rd August, 2010 and amendments issued thereon has laid down minimum qualifications for a person to be eligible for appointment as a Teacher for Classes I to VIII including a pass in Teacher Eligibility Test (TET). Pursuant to the said guidelines, it has been decided to conduct Teacher Eligibility Test (TET) at least once a year for all persons, who aspire to become teachers for classes I to VIII in all schools (Govt. / ZP / MPP /Municipal /Recognized Private Aided and Private Un-Aided etc.,) in the State of Andhra Pradesh.
2. As per para 1 of NCTE guidelines, clearance of TET is mandatory for all those aspiring to be Teachers in Government or Private Management Schools to ensure National Standards and Benchmark of Teacher quality in the recruitment process.
ELIGIBILITY CRITERIA FOR CANDIDATES FOR APPEARING APTET:
The candidate at the time of applying for APTET shall be having the minimum qualifications prescribed for Paper – 1A for Classes I to V, Paper- 1B for Classes I to V (Special Education). Paper-2A for classes VI to VIII and Paper-2B for classes VI to VIII (Special Education) as given below:
Qualifications:
i) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and two (2) year Diploma in Elementary Education (by whatever name known)

ii) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and four (4) year Bachelor of Elementary Education (B.El.Ed)
(or)
iii) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and two (2) year Diploma in Education (Special Education)
(or)
The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing APTET is as follows:
iv) Intermediate/Senior Secondary (or its equivalent) with at least 45% marks, in case of SC/ST/BC/PwBD candidates, the minimum marks shall be 40% marks and two (2) year Diploma in Elementary Education (by whatever name known) in accordance with the Regulations 2002 notified on 13.11.2002 and NCTE (Recognition norms and procedure), 2007 notified on 10-12-2007 issued from time to time in this regard.
i) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks and Two (2) year D.Ed. Special Education in any of the category of disability

ii) One (1) year Diploma in Special Education (DSE) in any of the category of disability.

iii) Diploma in Community Based Rehabilitation (DCBR) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
(or)
iv) Post Graduate Diploma in Community Based Rehabilitation (PGDCBR) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).

v) Diploma in Multi Rehabilitation Worker (MRW) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
(Or)
vi) Junior Diploma in Teaching the Deaf.
(Or)
vii) Primary level Teacher Training Course in Visual Impairment.
(Or)
viii) Diploma in Vocational Rehabilitation – Mental Retardation (DVR-MR) / Diploma in Vocational Training and Employment – Mental Retardation (DVTE-MR) with Six (6) months Certificate course in Education of Children with Special Needs (CwSN).

3. As per the Hon’ble Supreme Court of India judgment in Civil Appeal No. 1385/2025, in-service teachers who were recruited prior to the enactment of the RTE Act, who have more than five years of service left before superannuation must qualify in the Teacher Eligibility Test. Hence, such in-service teachers may appear for Teacher Eligibility Test (TET) to acquire requisite qualification in the current position. The Director of School Education, has therefore, requested to issue guidelines to conduct APTET.
4. Government, after careful examination, hereby issue the following Guidelines/ Instructions for conduct of Teacher Eligibility Test (TET) as Computer Based Test (CBT) in supersession of the guidelines issued in the references 4th, 7th to 10th read above.

Guidelines for Conduct of AP TET 2025
5. The following guidelines shall be followed for conduct of APTET:-ELIGIBILITY CRITERIA FOR CANDIDATES FOR APPEARING APTET:
The candidate at the time of applying for APTET shall be having the minimum qualifications prescribed for Paper – 1A for Classes I to V, Paper- 1B for Classes I to V (Special Education). Paper-2A for classes VI to VIII and Paper-2B for classes VI to VIII (Special Education) as given below:
Qualifications:
5.1. Minimum Qualifications for paper-1A as per NCTE Norms (Classes I to V in Regular Schools):
The minimum required pass percentage of marks in the prescribed qualifications after 2011 for appearing APTET is as follows:i) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and two (2) year Diploma in Elementary Education (by whatever name known)

ii) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and four (4) year Bachelor of Elementary Education (B.El.Ed)
(or)
iii) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and two (2) year Diploma in Education (Special Education)

The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing APTET is as follows:

5.2. Minimum Qualifications for paper-1 B as per RCI Norms
(Classes I to V in Special Education):i) Intermediate/Senior Secondary (or its equivalent) with at least 50% marks and Two (2) year D.Ed. Special Education in any of the category of disability
(or)
ii) One (1) year Diploma in Special Education (DSE) in any of the category of disability.
(or)
iii) Diploma in Community Based Rehabilitation (DCBR) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
(or)
iv) Post Graduate Diploma in Community Based Rehabilitation (PGDCBR) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
(Or)
v) Diploma in Multi Rehabilitation Worker (MRW) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).

5.3. Minimum Qualifications for TET Paper- 2A as per NCTE Norms (Classes VI-VIII):
(Mathematics Teachers, Physical Science Teachers, Biological Science Teachers)/(Social Studies Teachers)The minimum required pass percentage of marks in the prescribed qualifications after 2011 for appearing TET is as follows:
i) At least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks in Graduation from a recognised University with Bachelor of Education (B.Ed).

ii) Four (4) year Bachelor in Elementary Education (B.El.Ed) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks from a recognised University.
(or)
iii) Four (4) year integrated B.A./B.Sc. or B.A.Ed / B.Sc.Ed. least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks from a recognised University.
(or)
iv) Graduation with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and one (1) year B.Ed (Special Education)
(or)
v) Post-Graduation with a minimum of 55% marks, in case of SC/ST/BC/PwBD candidates must acquire 50% marks or equivalent grade and three (3) year integrated B.Ed-M.Ed.
(or)
The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing TET is as follows:
vi) Graduation from a recognised University with at least 45% marks, in case of SC/ST/BC/ PwBD candidates, the minimum marks shall be 40% and one (1) year Bachelor of Education in accordance with the NCTE recognition norms and procedure Regulations 2002 notified on 13.11.2002 and NCTE regulations 2007 notified on 10-12-2007 issued from time to time in this regard. Provided that minimum percentage of marks in graduation shall not be applicable to those incumbents who had already taken admission to the Bachelor of Education or Bachelor of Elementary Education or equivalent course prior to the 29th July, 2011.
i) At least 50% marks in Graduation with Language concerned as one of the Optional Subjects (or) Bachelor of Oriental Language (or its equivalent) (or) Graduation in Literature (or) Post Graduation in Language concerned and B.Ed./Language Pandit Training Certificate with Language concerned as one of the Methodologies, in respect of Language Teachers.
Note: In case of SC/ST/BC/PwBD candidates must acquire 45% marks in the basic required qualification.
The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing APTET is as follows:
ii) Graduation / Post Graduation from a recognised University with at least 45% marks, in case of SC/ST/BC/ PwBD candidates, the minimum marks shall be 40% and one (1) year Bachelor of Education in accordance with the NCTE recognition norms and procedure Regulations 2002 notified on 13.11.2002 and NCTE regulations 2007 notified on 10-12-2007 issued from time to time in this regard. v) B.Ed. Special Education and Post Graduate Professional Certificate in Special Education (PGPC).
(Or)
vi) PG Diploma in Special Education (Mental Retardation).
(Or)
vii) PG Diploma in Special Education (Multiple Disability: Physical and Neurological).
(Or)
viii) PG Diploma in Special Education (Loco motor Impairment and Cerebral Palsy).
(Or)
ix) Secondary level Teacher Training Course in Visual Impairment.

Note: (Point i to xii) In case of SC/ST/BC/PwBD candidates must acquire 45% marks in the basic required qualification.
(b) The candidates, those who are pursuing/studying final semester of Diploma in Elementary Education (or) D.Ed in Special Education (or) its equivalent, Bachelor of Education (or) B.Ed. in Special Education (or) its equivalent etc., are also eligible to appear for APTET examination, subject to the condition that the candidates cannot appear for Teacher Recruitment Test (TRT) with this APTET certificate, unless the candidates acquire requisite qualifications.
Note: Mere qualification in APTET shall not confer any right to appear TRT without prescribed qualifications.
ii) A Diploma/ Degree course in Teacher Education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case of Diploma in Education (Special Education) and B.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.
iii) Intermediate qualification of Board of Intermediate Education (BIE) of Andhra Pradesh State (or) its equivalent as recognized by Board of Intermediate Education (BIE), Andhra Pradesh State only shall be considered. Graduation/Post Graduation of a University Recognized by UGC only shall be considered.
a) All questions shall be Multiple Choice Questions (MCQs), each carrying one mark, with four alternatives out of which one answer shall be correct. There shall be no negative marking.
b) There shall be Two Papers for the APTET. Paper-1 shall be for a person who intends to be a teacher for Classes I to V, Paper-2 shall be for a person who intends to be a teacher for Classes VI to VIII. Those candidates who have both D.El.Ed and B.Ed qualifications for Paper-1 and Paper-2 intends to be a teacher either for Classes I to V (or) for Classes VI to VIII are eligible to appear for both Papers (Paper-1 and Paper-2).
i) At least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks in Graduation from a recognised University with Bachelor of Education (B.Ed).
(or)
ii) Four (4) year Bachelor in Elementary Education (B.El.Ed) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks from a recognised University.
(or)
iii) Four (4) year integrated B.A./B.Sc. or B.A.Ed / B.Sc.Ed. least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks from a recognised University.
(or)
iv) Graduation with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and one (1) year B.Ed (Special Education)
(or)
v) Post-Graduation with a minimum of 55% marks, in case of SC/ST/BC/PwBD candidates must acquire 50% marks or equivalent grade and three (3) year integrated B.Ed-M.Ed.
(or)

5.3.1. Language Teachers (Classes VI to VIII):
The minimum required pass percentage of marks in the prescribed qualifications after 2011 for appearing APTET is as follows:i) At least 50% marks in Graduation with Language concerned as one of the Optional Subjects (or) Bachelor of Oriental Language (or its equivalent) (or) Graduation in Literature (or) Post Graduation in Language concerned and B.Ed./Language Pandit Training Certificate with Language concerned as one of the Methodologies, in respect of Language Teachers.
Note: In case of SC/ST/BC/PwBD candidates must acquire 45% marks in the basic required qualification.
The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing APTET is as follows:

ii) B.Ed.(General) with one (1) year Diploma in Special Education.
(Or)
iii) B.Ed. (General) with two (2) years Diploma in Special Education.

iv) B.Ed.(General) with Post Graduate Professional Diploma in Special Education (PGPD).
(Or)
v) B.Ed. Special Education and Post Graduate Professional Certificate in Special Education (PGPC).

5.5. Course completion certificates:
i) (a) Candidates must be qualified for the Paper applied and in possession of all certificates as on the last date prescribed in the notification for submission of application.(b) The candidates, those who are pursuing/studying final semester of Diploma in Elementary Education (or) D.Ed in Special Education (or) its equivalent, Bachelor of Education (or) B.Ed. in Special Education (or) its equivalent etc., are also eligible to appear for APTET examination, subject to the condition that the candidates cannot appear for Teacher Recruitment Test (TRT) with this APTET certificate, unless the candidates acquire requisite qualifications.
Note: Mere qualification in APTET shall not confer any right to appear TRT without prescribed qualifications.

Graduation/Post Graduation of a University Recognized by UGC only shall be considered.
6. Structure and Content of APTET:
The structure and content of the APTET is as follows:a) All questions shall be Multiple Choice Questions (MCQs), each carrying one mark, with four alternatives out of which one answer shall be correct. There shall be no negative marking.
b) There shall be Two Papers for the APTET. Paper-1 shall be for a person who intends to be a teacher for Classes I to V, Paper-2 shall be for a person who intends to be a teacher for Classes VI to VIII. Those candidates who have both D.El.Ed and B.Ed qualifications for Paper-1 and Paper-2 intends to be a teacher either for Classes I to V (or) for Classes VI to VIII are eligible to appear for both Papers (Paper-1 and Paper-2).

7. Pass Criteria of APTET:
Results shall be declared as per the schedule notified. The criteria for considering pass in APTET are as follows: (Total Marks-150)| Community | Pass Percentage | Pass Marks |

9. APTET-Applicability:
The APTET shall apply to all the schools referred to in Clause (n) of Section 2 of the RTE Act. However, a school referred to in Sub-Clause (iv) of Clause (n) of Section 2 of the RTE Act, may exercise the option of considering either the TET conducted by the Central Government or the APTET. Teachers working in Private Schools whose appointments were not approved by the competent authority, are not exempted from passing TET. Such teachers of Private Unaided Schools shall appear for TET conducted by either the State Government or Central Government. In respect of non-approved teachers working in Private Aided Schools, they shall invariably appear for TET conducted by the State Government only.9.1: TET for in-service Teachers:
As per the judgment of the Hon’ble Supreme Court of India in Civil Appeal No. 1385/2025, in-service teachers who were recruited prior to the enactment of the RTE Act, and having more than five years of service to retire on superannuation, as on 01.09.2025 i.e., the date of the above orders of the Hon’ble Supreme Court in Civil Appeal No. 1385/2025, must qualify the TET. The existing Secondary Grade Teachers (SGTs) and School Assistants (SAs) who do not have a TET qualification may appear for Paper 1A/1B and 2A/2B, in their concerned subject.
(Eligibility criteria for appearing APTET as detailed at Rule-5.1, 5.2, 5.3, 5.4, is exempted for all in-service teachers serving in all Government and Private Aided Institutions).
9.2: TET for Languages and Social Studies candidates: Before 2017, there was a common paper for SA (Languages) and SA (Social Studies). From the 2017 TET onwards, separate examinations have been conducted for Languages and Social Studies subjects. Hence, candidates who qualified in the combined TET previously may appear for separate paper and qualify in the concerned paper only.

From the 2017 TET onwards, separate examinations have been conducted for Languages and Social Studies subjects.
