VSWS Staff to Serve as Enumerators & Supervisors Vacancies & Scope
While the memo does not specify a numerical "vacancy" count in the traditional sense, it authorizes the engagement of the entire Village & Ward Secretariat staff across the state.- Enumerators: One enumerator is typically assigned to a population of approximately 700-800.
- Supervisors: One supervisor is generally engaged for every six enumerators.
- Coverage: Includes all houses and households across the state without omission or duplication.
This move follows a formal proposal by the State Government, which has now received the green light from the Registrar General & Census Commissioner of India.
The New Framework for Census 2027
Traditionally, census operations involve a vast array of government employees, often drawing heavily from the education sector. However, for Census 2027, Andhra Pradesh will leverage its localized VSWS network. The Registrar General & Census Commissioner of India has agreed to this proposal, provided four critical conditions are met:- Total Coverage: Every house, household, and individual must be covered without omission or duplication.
- Data Integrity: High standards must be maintained regarding the quality of data collected.
- Confidentiality: The privacy and confidentiality of all collected data must remain uncompromised.
- Rigorous Supervision: Given that the Census is an exercise of national importance, proper supervision is mandatory.
Implementation and Next Steps
The state government has already coordinated with the Principal Secretary of the GSWS Department, the School Education Department, and the Director of Census Operations to ensure a smooth transition and necessary action. What does this mean for local authorities?
Permission Granted: All District Collectors and the Municipal Commissioners of the 17 Municipal Corporations in Andhra Pradesh are now permitted to engage VSWS staff for census duties.Adherence to Guidelines: Engagement must strictly follow the approval terms set by the Registrar General of India.
Await Specific Deployment Orders: While the permission is granted, local authorities are instructed to wait for further specific instructions from the Government and the Director of Census Operations regarding the exact deployment schedules.
Why This Matters
By involving the Village & Ward Secretariat staff, the government aims to utilize a workforce that is already deeply embedded within local communities. Their familiarity with their respective jurisdictions could lead to higher accuracy and more efficient data collection compared to traditional methods. The document, signed by Shamsher Singh Rawat, Principal Secretary to Government, marks a pivotal step in preparing the state's administrative machinery for one of the largest data-gathering exercises in the country.
