What Is Census of India 2027 - Why Does This Circular Matter?

The Government of India has formally approved the conduct of the Census of India 2027, the country's first digital-first census and the first to be conducted after a significant delay from the original 2021 cycle. This census will be carried out in two distinct phases:

    Phase I – Houselisting and Housing Census (HLO)April to September 2026 across most of India. In snow-bound areas of Ladakh, J&K, Himachal Pradesh and Uttarakhand, this phase runs concurrently with Population Enumeration in September 2026.

The Government of India has approved the conduct of Census of India, 2027. The Census of India 2027 would be conducted in two phases: (i) Houselisting and Housing Census - April to September 2026 and (ii) Population Enumeration (PE): February, 2027 (For the UT of Ladakh and snow bound non-synchronous areas of UT of Jammu & Kashmir and states of Himachal Pradesh and Uttarakhand, PE shall be conducted in September, 2026). The Census of India 2027 will make extensive use of technology to enhance the quality of data collection and enable faster data release. The financial norms approved by the Government of India are detailed for each item of work in subsequent paras.

Honorarium to Census Functionaries:

2.1 All the Census functionaries have to be appointed under the provisions of Census Act, 1948 and Census Rules, 1990, as amended from time to time. The detailed instructions in this regard have already been issued vide Census Circular No. 5, issued on 26.11.2025. Honorarium will be paid to Census functionaries after successful completion of Census work as allotted to them.

The amount of honorarium for various level of Census functionaries is as under:

The Enumerators and Supervisors will use their own mobile device for data collection and other Census related work. Further, no separate TA/DA etc. will be provided for visits to the allotted Enumeration Block(s).

The honorarium will be provided to the Census functionaries after successful completion of work for each phase. The Charge Officer will ensure honorarium has been given to the Enumerators and Supervisors of her/ his Charge. For other Census functionaries, the State Nodal Officer will ensure the payment of honorarium.

Technical Assistance to State & District Administration

Given the technology-intensive nature of Census 2027, the circular provides for hired technical manpower at every level of administration — to be engaged on a short-term contractual basis for a maximum of 18 months starting January 2026.

Remuneration & Key Conditions
The maximum monthly remuneration is ₹25,000 per month for Technical Assistants and ₹18,000 per month for MTS. No other financial assistance will be provided by the Government of India for this manpower.

Engagement is purely on a short-term contractual basis through an Outsourcing Agency — direct appointment is not permitted. Hired manpower has no entitlement to regularisation, permanent appointment, or any claims for casual, ad-hoc, or temporary government service. Statutory deductions (EPF, ESIC) are the responsibility of the concerned State/District/Charge authorities.

Infrastructure Support: IT, Vehicles & Handling Charges

The circular approves three categories of infrastructure expenditure for both phases of Census 2027 combined:
  • IT Infrastructure — A one-time grant for procurement of computers, software, printers, UPS, internet connections, furniture, etc., following applicable financial rules.
  • POL / Hiring of Vehicle — Provision for extensive touring by State, District and Charge Officers for supervision, monitoring and control.
  • Handling Charges (Contingency) — Covers miscellaneous expenses like local publicity, transportation of census material, stationery, printing, photocopying, labour charges, packing, postal charges, and meeting expenses.

Training Cascade: 100 Trainers to 31 Lakh Field Workers

Training is described in the circular as one of the most critical factors in ensuring data quality — especially with the introduction of mobile-based data collection and real-time monitoring through the CMMS portal.

The cascade structure works as follows: 100 National Trainers (NTs) train approximately 2,000 Master Trainers (MTs), who in turn train about 44,000 Field Trainers (FTs), who finally train approximately 31 lakh enumerators and supervisors (including reserves).

Note: Enumerators and Supervisors who fail to perform field work after attending training will not receive training allowance. For all other categories, the per-day amount is inclusive of refreshments.

Honorarium for Master Trainers (MTs) and Field Trainers (FTs)

Honorarium for MTs from States/UTs for imparting training to the FTs has been kept at Rs.1,800 per MT per day. In case an MT from a particular State/UT need to travel from one district to the another within the State/UT for imparting training to two batches of FTs, a maximum amount of Rs. 4000/ - has been provisioned for travelling expenses.
  • ₹1,800 MT Honorarium per day
  • ₹4,000 MT Travel Allowance (inter-district)
  • ₹1,000 FT Honorarium per day
  • ₹7,500 Per batch for training venue/logistics
An additional ₹7,500 per batch has been approved for both HLO and PE phases to cover venue hire, projectors, audio systems, and other training logistics at the District and Charge level.

Fund Flow, Compliance & Reporting Requirements

Funds for all items covered in Sections 2 through 5 will be transferred to State/UT Governments as Grant-in-Aid by the Office of the Registrar General and Census Commissioner of India. States are expected to promptly disburse these funds to District Administrations and Urban Local Bodies (ULBs) to ensure availability across financial years.

All authorities are required to maintain complete expenditure records and submit a quarterly consolidated expenditure statement, duly certified, to ORGI.

State Governments and UT Administrations are urged to issue all necessary orders to District and Municipal Authorities without delay and to endorse copies to the Director of Census Operations in their State/UT and to ORGI at djain.rgi@gov.in.
