All the Regional Joint Directors of (School Education) & (Intermediate Education) District Educational Officers, DIEOs, Additional Project Coordinators of APSS in the State are hereby informed that the Government of Andhra Pradesh accords the highest priority to providing a safe, comfortable, student-friendly and academically conducive learning environment in every Government schools and Colleges.

It is reiterated that classroom instruction and school/Colleges infrastructure are inseparable components of quality education. While effective teaching forms the foundation of learning, the availability of essential infrastructure facilities such as Dual Desks, Green Chalk Boards, Safe Drinking Water, Functional Toilets, Fans, Smart Televisions, IFPs, Electrification, Adequate Ventilation and Well maintained Classrooms creates the environment necessary for meaningful learning to take place.

A student can fully concentrate on classroom instruction only when the basic educational infrastructure required for learning is made available in a timely and adequate manner. Therefore, ensuring the availability of such facilities is not merely an administrative responsibility but a fundamental obligation towards every student studying in Government schools and Intermediate Colleges.

During the Webex Meeting held on 03.06.2026, the detailed instructions were issued regarding the rationalization of following items.
  • Dual Desks
  • Green Chalk Boards
  • Safe Drinking Water ( RO Plants)
  • Functional Toilets
  • Fans
  • Smart Televisions
  • IFPs
  • Electrification
However, it is observed that despite repeated instructions issued vide in the reference 1stread above and instructions issued in the Webex and teleconference but the rationalization process has not been completed in several districts. Further, the statistics being reported by certain field functionaries do not appear to reflect the actual ground realities.

The analysis of data available with this office reveals that a substantial number of Dual Desks, estimated at nearly 51,448 units,Green chalk boards estimates nearly 9,948,Fans are 6,531, RO plants are 454, Smart TVs are 1,054 and IFPs are 1,368 are presently lying surplus in various schools and colleges, while a number of schools/collages continue to report shortages and seek fresh procurement. Such a situation is neither administratively acceptable nor financially prudent.

The Government cannot be expected to incur additional expenditure for procurement of new dual dusks and Green chalk boards when usable dual dusks and Green chalk board are already available elsewhere within the system. Every available Government asset shall be utilized to its fullest extent before any proposal for fresh procurement is considered.

Therefore, all the Regional Joint Directors of (SE) & (IE), District Educational Officers, DIEOs, Additional Project Coordinators of APSS in the State are hereby directed to undertake a comprehensive rationalization exercise immediately after stabilization of enrolment for the Academic Year 2026-27 and ensure strict compliance with the following instructions:

Instructions for Rationalization of Dual Desks, Green Chalk Boards, fans, RO plants, Smart Televisions and Interactive Flat Panels (IFPs)

1. Constitution of Mandal-Level Verification Teams:

A Mandal-Level Verification Team shall be constituted in each Mandal, comprising the MEO-II as Convener and all Cluster Headmasters of the Mandal as Members. The Team shall conduct a comprehensive physical verification of Dual Desks, Green Chalk Boards, Fans, Smart Televisions and Interactive Flat Panels (IFPs) available in all Schools and Junior Colleges under its jurisdiction and assess the actual requirement based on the latest student enrolment.

2. Optimal Utilization of Available Assets:

No Dual Desk, Green Chalk Board, Fans, Smart Television or IFPs shall remain idle, unutilized, excess or surplus in any School or Junior College while any other institution within the Mandal, Division or District is experiencing a shortage of the same.

3. Identification and reporting of Surplus Assets:

All surplus assets identified during the physical verification shall be identified and immediately reported by the Head of the Institution to the MEO concerned for necessary rationalization.

4. Mandal-Level Rationalization:

The MEO concerned shall ensure the prompt shifting of the surplus assets to needy Schools and Junior Colleges within the Mandal, based on actual requirement.

5. Division-Level Rationalization:

In cases where surplus assets remain available even after completion of Mandal-level rationalization, the Dy.EO concerned shall undertake inter-Mandal rationalization within the Division and ensure their effective utilization.

6. District-Level Rationalization:

If surplus assets continue to remain available after completion of Division level rationalization, the DEO and APC concerned shall ensure their redistribution to Schools and Junior Colleges requiring such assets anywhere within the District.

7. Restriction on Fresh Procurement:

Under no circumstances shall proposals for fresh procurement of Dual Desks, Green Chalk Boards, Smart Televisions or IFPs be submitted without first exhausting all possibilities of redistribution through rationalization of the available surplus stock.

8. Repairs and Maintenance:

Any minor repair works required to make the identified assets functional shall invariably be carried out from the funds available under the School Annual Grant, without seeking additional financial assistance from the Government.

9. Priority to Model Primary Schools:

During the rationalization process, Model Primary Schools (MPSs) shall be accorded the highest priority. Before proposing shifting or redistribution of any infrastructure, furniture, equipment or other resources, all Officers shall ensure that the requirements of the Model Primary Schools are fully met. Under no circumstances shall the rationalization exercise result in any deficiency or adversely affect the functioning of any Model Primary School. Strict compliance with these instructions is mandatory.

10. Responsibility of APCs:
The APCs shall personally supervise and monitor the entire rationalization exercise in their respective Districts and ensure that the process is completed in a transparent, accurate and time-bound manner.

11. Daily Review by DEOs/DIEOs:
The DEOs and DIEOs shall review the progress of rationalization on a daily basis and ensure that no institution is left with avoidable shortages or unnecessary surplus stock.

12. Monitoring by RJDSEs and RJDIEs:
The RJDSEs and RJDIEs shall undertake continuous monitoring of all Districts under their jurisdiction and submit daily progress reports to this office in the prescribed format.

13. Certification and Verification:
Every stage of verification and rationalization shall be supported by a duly signed certificate issued by the competent authority, which shall be subject to verification and scrutiny by the next higher authority.

14. Accountability and Accuracy: 
Submission of inaccurate information, retention of surplus assets, failure to rationalize available stock, furnishing of false certificates or negligence in implementation of these instructions shall be viewed seriously.

15. Fixation of Responsibility:

"Responsibility for any avoidable expenditure resulting from failure to implement the rationalization process in a proper and timely manner shall rest with the concerned officials. Any consequential financial loss to the Government attributable to such negligence shall be recovered from the salaries of the officials found responsible, in accordance with the provisions of the rules and regulations in force."

16. Submission of Certificates:
The prescribed certificates, duly signed and countersigned at School, Mandal, Division, District and Zonal levels, shall be submitted both in physical form and through the STMS Portal.

17. Submission of Scanned Records:
Scanned copies of all prescribed certificates and supporting records shall invariably be uploaded through the STMS Portal and submitted to the School Infrastructure Wing through the designated official e-mail on or before 30.06.2026, without fail.

18. Urgent Repairs Prior to the Reopening of Schools:
Any minor repair works required to ensure the readiness of school infrastructure shall be taken up expeditiously utilizing the funds available under the Annual School Grants before the reopening of schools.

19. Mission Mode Implementation:
The entire exercise shall be treated as a Mission Mode Activity and completed on a war-footing basis within the stipulated timelines.

All the Regional Joint Directors of (SE) & (IE), District Educational Officers, DIEOs, Additional Project Coordinators of APSS in the State shall accord TOP MOST PRIORITY to this activity. They shall ensure that every student is provided with the required infrastructure facilities before commencement of regular classroom instruction. Any lapse noticed in this regard shall be viewed seriously and responsibility shall be fixed without exception.

Receipt of these instructions shall be acknowledged immediately and strict compliance ensured.
