Re-categorisation of Gram Panchayats – Sanction of Indicative Staffing Pattern in the Gram Panchayats - Orders – Issued
Read the following :-

O R D E R:-
In the GO 1st read above, the Government have introduced reforms in Gram Panchayat Administration by re-categorizing 13,351 Gram Panchayats into four grades, namely: Rurban Panchayats (359), Grade-I Panchayats (3,082), Grade-II Panchayats (3,163), and Grade-III Panchayats (6,747). Further, the Government has decided to introduce an indicative staffing pattern comprising Sanitation Wing, Water Supply Wing, and other functional wings, subject to meeting the expenditure from the general funds of the respective Gram Panchayats, with a view to ensuring effective delivery of services in Gram Panchayats.

Pursuant to the findings of the Committee, it has been observed that the Gram Panchayats are engaging skilled and unskilled personnel on tender/contract basis for the provision of civic services, following the existing pattern. In this context, there is a need to introduce an indicative staffing pattern in Gram Panchayats to ensure the rational and efficient delivery of civic services to the public and to enable the Gram Panchayats to discharge their functions effectively, in view of the following reasons:
3. In the G.O. 2nd read above, the Government have recategorised the 13351 Gram Panchayats across the state’s 28 district into four distinct to grades. The 13,351 Gram Panchayats are categorized into four grades as follows:

After careful consideration of the proposal submitted by the Committee of officers and the recommendations of the Commissioner, PR&RD, Government hereby order to revise the existing staffing pattern in Gram Panchayats with the following administrative wings as shown in the Annexure indicatively: -

As this is an indicative staffing pattern, permission is hereby accorded to the concerned Gram Panchayats to avail the services of skilled or unskilled personnel through third-party agencies/firms on an outsourcing basis, strictly in accordance with the provisions of G.O. Ms. No. 151, Finance (HR-I) Department, dated 08.08.2016, without deviating from the provisions of Act 2 of 1994 (THE ANDHRA PRADESH (REGULATION OF APPOINTMENTS TO PUBLIC SERVICES AND RATIONALISATION OF STAFF PATTERN AND PAY STRUCTURE) ACT, 1994, and subject to following the guidelines mentioned in the G.O.Ms.No.57, PR&RD (Estt.III) Department, dated 13.02.2019.
6. The expenditure shall be met from the General funds of Gram Panchayats concerned based on the requirements and availability of funds following the existing rules issued from time to time.
7. The Commissioner, Panchayat Raj & Rural Development, Tadepalli, and the District Collectors shall take immediate necessary action in the matter.
8. This order issues with the concurrence of the Finance Dept vide U.O.No.FIN01- HR0PDPP(REP)/14/2025-HR-II-Part(1)(3264232), Dated:07-07-2026.

- i. Increase in population in Rural areas due to provision of urban facilities and need of providing better facilities.
- ii. Need to improve quality of various services rendered by Local Bodies to meet the growing aspirations of the Community.
- iii. Need to improve governance in all Local Bodies by adopting Information Technology, implementation of Citizen Charter and Right to Information Act.
- iv. Redesignation and merging of posts like Record Assistant, Watchman, Park Watchman, etc., as per the present-day requirements
- v. Utilization of Engineering Assistants now working in Village Secretariats as Engineering and Country Planning Executive Assistant beside their regular Job Chart in Village Secretariats.
