3. The Special Chief Secretary to Government (Services & HRM) has welcomed the representatives of the Member Associations to the meeting, sought advice and cooperation of the Representatives of the Service Associations, and detailed the agenda of the meeting as follows:

(a) Progress of organization of posts; distribution of cadre strength and working strength; & allotment of persons in accordance with provisions of the Presidential Order, 2025.

(b) Several Writ Petitions have been filed in the High Court on aspects related to the implementation of the Presidential Order, 2025 & have come up for hearing on 07.08.2026 before the Hon'ble High Court of Andhra Pradesh. During the course of hearing, the Hon'ble Court directed that the paragraph 4(2)(b) of the Presidential Order, 2025 be taken into consideration & sought for the considered views of the State Government regarding consideration of age & seniority groups while allotting persons to the respective local cadres/units and in this regard, the Government considers it appropriate to obtain the views of the Service Associations, which are members of the AP C.S Joint Staff Council (State Level).

4. The Special Chief Secretary to Government (Services & HRM) has made a power point presentation regarding the status of the implementation of the Presidential Order, 2025. In the presentation, the transitioning from the 1975 regulatory framework of the Presidential Order-1975 to a new framework introduced by the AP Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, was explained in detail.

5. It was emphasised that the above transition was occurring after a period of (5) decades, has introduced several significant changes including the reorganization to 26 districts and 6 zones and 2 Multi Zones, and highlighted the key administrative changes. The process of allocation of posts & personnel under Presidential Order - 2025 and the current status was explained in detail.

6. The Special Chief Secretary to Govt. (Ser. & HRM) has also emphasizes the mandatory implementation of the Electronic Service Register (e-SR) to digitize employee records. This move aims to streamline personnel transfers, link service events to pay events, and resolve delays in pension authorizations.

7. The representatives of the all the Service Associations have put forth the following common issues & requested the Government to consider the same at the earliest:

  1. To extend the freezing date upto end of August 2026 so that employees/teachers nearing retirement do not lose their chance for promotion to the higher posts.
  2. Extension of Time for ESR: Requested that the time prescribed for completion/ updating of Employee Service Records (ESR) may be extended by one month.
  3. Protection/Preference to Principal Office-Bearers of the Service Association: To exempt the Principal Office Bearers of Recognised Service Associations while allocating the personnel under the Presidential Order 2025.
  4. Unified Local Cadre for Teachers: 95% of teachers in AP are local body (Panchayat Raj) teachers. The Government & Local body teachers have different service rules. Local body teachers suffer from career stagnation, often retiring in the same cadre after 30 years of service. Requested for implementation of Unified Service Rules by placing Panchayat Raj and Government teachers under a single local cadre.
  5. Three-Tier Cadre Structure: Requested that Secondary Grade Teachers, School Assistants and MEOs belong to local body (Panchayat Raj), Municipal and Government teachers, may be organised under the District Cadre, Headmasters and MEOs under the Zonal Cadre, and higher-level posts under the Multi-Zonal Cadre.
  6. Agency Area Teachers – G.O.Ms.No.3: Raised concerns regarding teachers appointed/promoted under the erstwhile G.O.Ms.No.3 in Agency areas, which was subsequently quashed by the Hon'ble Supreme Court. In view of the consequential issues arising from the quashing of the said G.O. and the present bifurcation and cadre allocation, it was requested to protect seniority of Plain area teachers and avoid undue displacement or hardship to the teachers working in Plain area.
  7. Inclusion of Muscular Dystrophy and Kidney Dialysis for Special Consideration: To extend the preferential categories for allocation to include employees who are undergoing regular dialysis, Muscular Dystrophy & also spouses who are mentally retarded.
  8. Merged Aided School Teachers: Requested that the service rendered by teachers prior to their absorption from aided institutions be duly counted for determining seniority, instead of treating their service as commencing from the date of absorption.
  9. Requested that the Government direct the Director of School Education to conduct a detailed meeting with recognised Associations to explain and resolve major issues relating to cadre organisation, post placement and seniority before finalization allocation of personnel under the Presidential Order 2025.
  10. Requested a 3-to-5-year inter-district transfers window with seniority protection.
  11. Seniority after Reversion: Requested that, in cases of reversion after promotion, seniority may be protected by considering the date of original recruitment, wherever legally permissible, instead of reckoning it only from the date of reversion.
  12. Inter-District Transfer: Special Cases of Inter-District Transfers: Requested that teachers recently transferred inter-district on medical grounds (including cancer cases etc.) or spouse grounds, whose seniority has been re-fixed consequent to such transfer, may be allowed to retain them in those districts at the time of personnel allocation.
  13. Requested that the proposed cadre organisation, cadre strength and allocation of posts be displayed/made available to recognised Associations for transparency and timely submission of objections.
  14. Pension Proposals – Aided Colleges and Schools: Requested that the pending pension proposals relating to employees of Aided Colleges and Schools may be examined & necessary action taken as the process had not yet been opened/ finalised and requested early resolution.

8. The Representatives of the following Service Associations have raised their concerns regarding the implementation of the Presidential Order 2025 and have put forth the following issues & they have urged the Government to take action to redress the same.

1. Sri A. Vidya Sagar President, APNGGOs' Association

  1. Regarding the observations of the Hon'ble High Court of Andhra Pradesh w.r.t. grouping of seniority, the proposed allotment procedure may result in higher displacement than initially anticipated and that most of the employees have already settled in the areas allotted to them as per the "order to serve". They expressed concern that displacement, particularly in large cadres such as School Education, will cause undue hardship to senior employees and dissatisfaction among employees. Requested that the issue be carefully considered while finalising cadre allocation. The provisions of the G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026, adequately meets the requirements for the allocation of employees.
  2. Represented that certain Special Offices, Establishments and Special Circles in the Water Resources Department, such as Dowleswaram, Pulichintala and Srisailam, have been functioning for several decades with distinct jurisdictions, seniority and promotional structures, based on their specialised functional requirements and existing arrangements. Requested that such existing Special Offices/Circles may be retained while finalising the cadre structure, as their abolition or merger may disturb the existing seniority, promotional avenues and administrative functioning of the Department.
  3. Requested that a Special Cell may be formed consisting of Officers from General Administration, Finance and Law Departments to address the issues raised while allocating the organisation/allocation of posts under the Presidential Order 2025.
  4. To include employees who are divorcees and employees belonging to the National Cadet Corps (NCC) among the existing preferential categories for allocation.
  5. Expressed concern over the placement of certain Gazetted posts in the Multi-Zonal cadre under the Presidential Order which 2025 may result in prolonged stagnation and promotion bottlenecks, leading to disparities in career progression among Zones. Hence, requested that examine the issue and issue appropriate clarifications to ensure equitable promotional opportunities.

2. Sri G. Ramakrishna, President, A.P. Secretariat, Association

  1. Protection of Existing Seniority – Feeder Category: While allocating personnel under the Presidential Order, 2025, the final seniority determined in accordance with the Government order may be taken into consideration.
  2. Raised the issue of spouses of State Cadre employees facing displacement due to the fresh allocation process. Para 5(2)(c) of the Presidential Order permits inter-cadre transfer on spouse grounds, but the application form did not provide the spouse option for employees whose spouses are in the State Cadre. Requested that necessary instructions be issued to extend the spouse facility in accordance with the Presidential Order 2025 and provide relief to the affected employees.

3. Sri L. Sai Srinivas, General Secretary, State Teachers' Union, AP

  1. Consideration of Final Seniority: While allocating personnel under the Presidential Order, 2025, the final seniority determined in accordance with the provisions of G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026, may be taken into consideration, as this would address the concerns of the majority of the employees.
  2. Spouse Cases: Requested provision for accommodating spouses working in different districts, wherever permissible, to facilitate their posting at the same place.
  3. Priority Categories: Requested that the percentage of employees accommodated under priority categories be regulated to ensure that the benefit does not become disproportionate.

4. Sri Mitta Krishnaiah, President, Progressive Recognized Teachers' Union AP (PRTU AP 197/2018)

  1. Allocation on Seniority: Requested that allocation consequent on district bifurcation be made strictly based on seniority, without forming groups.
  2. MEO Posts: Requested that the 666 MEO posts and 13 MEO-I posts and also 679 MEO-II posts referred to in the G.O.Ms.No.154, may be organized as Zonal Cadre posts.
  3. Dy. EO and DEO Posts: Requested that Dy.EO posts may be organized under the Multi-Zonal Cadre and that the DEO cadre also may be organized under the Multi-Zonal Cadre.
  4. In-charge MEO Arrangements: Due to shortage of regular MEOs, in-charge arrangements are being made by entrusting MEO duties to comparatively Junior School Assistants, even when eligible Zilla Parishad Headmasters are available. Hence, requested that eligible HMs of Zilla Parishad may be considered for such arrangements.

5. Sri K.S.S. Prasad, General Secretary, A.P. United Teachers Federation

  1. Seniority grouping: Requested that seniority be given due consideration in teacher allocation consequent on district bifurcation, while also ensuring that junior teachers are not subjected to undue hardship.
  2. Junior Teachers: Teachers recruited through DSC after 2016, being comparatively junior in seniority, may face allocation to remote areas. Requested that their interests be considered while finalising the allocation.
  3. Contiguous District Arrangement for Visakhapatnam–Paderu, Guntur–Palnadu, and Chittoor–Tirupati/Kuppam: A considerable number of teachers are residing in Visakhapatnam, Guntur and Tirupati, and that their allocation to remote areas such as Paderu, Palnadu and Kuppam may cause considerable hardship due to difficulties in residence and commuting. Hence, requested that a Contiguous District Arrangement may be considered for the purpose of transfers and promotions, so as to minimise displacement and hardship to the teachers.
  4. Verification of medical certificates submitted under preferential Category: Requested clear guidelines for verification of medical certificates submitted under the preferential category, in view of concerns regarding the authenticity of some certificates.
  5. Requested that Maker/Checker issues and technical issues relating Retirement Benefits Pension System (RBPS) be resolved.

6. Sri G. Hrudaya Raju, President, Andhra Pradesh Teachers' Federation (APTF)

  1. Protection of Existing Seniority – Feeder Category: While allocating personnel under the Presidential Order, 2025, the final seniority determined in accordance with the G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026 may be taken into consideration.
  2. Method of Distribution of Employees Among District Cadres: Referred to the proposed method of dividing employees into different groups and stated that such a process may result in senior-junior disparities and may compel employees to exercise options in different phases. Suggested that, after determining the cadre strength for each district, the distribution of employees may be undertaken objectively based on the cadre strength and the applicable GAD/Government guidelines, so as to minimise imbalance and protect seniority.
  3. Markapuram and Polavaram – Interim Cadre Arrangement: Raised the issue relating to Markapuram and Polavaram areas, stating that the relevant areas were not covered in the Gazette/Presidential Order in the same manner as the 26 reorganised districts. Certain employees had approached the Courts in this regard and requested that the Government may examine the matter and evolve an appropriate provisional/interim arrangement for employee allocation pending final clarification, so as to avoid administrative and legal complications.
  4. Pension Proposals – Aided Colleges and Schools: Requested to resolve the technical issues relating to pension proposals of Aided Colleges and Schools employees expeditiously.
  5. MTS Teachers – Transfer/Thumb Impression Issue: Requested that the technical issues/difficulties being faced by MTS teachers recently transferred in recording their thumb impressions/biometric authentication at the STO offices be resolved expeditiously.

7. Sri Bopparaju Venkateswarlu, President, A.P. Revenue Services Association

  1. Requested that allocation of personnel be made strictly based on seniority, and as per the existing G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026, without making groups.
  2. Suppression of Posts: Raised concern regarding the suppression of posts during cadre finalization and requested that such posts may be clearly indicated & appropriate safeguards may be provided.
  3. Service Rules for Municipal Corporations: Requested that early finalisation of service rules relating to employees of Municipal Department to avoid administrative disputes and litigation.
  4. Alluri Sitarama Raju District – Zone-I: Requested for inclusion of Alluri Sitarama Raju District in Zone-I.
  5. Compassionate Appointments: Requested to issue instructions to all the Appointing Authorities to allow the joining of candidates approved for compassionate appointment, without reference to the freezing orders issued due to the reorganization of posts under the Presidential Order, 2025.
  6. Reduction of the benchmark disability from 70% to 40%: Request that the prescribed percentage/threshold relating to benchmark disability of Rights of Persons with Disabilities (PwDs) may be reduced from 70% to 40%, subject to the applicable statutory provisions.
  7. ESR Employees on Deputation: Requested that a suitable option may be provided in the Employee Service Record (ESR) for recording the deputation status of employees working on deputation.

8. Sri G. Naga Sai, Organising Secretary, AP Government Employees Association

  1. Disposal of Representations by HODs: Requested that HoDs be directed to examine representations submitted by Service Associations and furnish appropriate replies and speaking orders or written replies to them.
  2. Cadre Allocation of Assistant Director Posts in ITI Department: Represented that the Assistant Director posts in the ITI Department, being a small cadre, have reportedly been placed in the State Cadre with a lower pay scale/pay level than that applicable to equivalent senior posts such as Deputy Collector. Hence, requested that the matter may be examined with reference to the nature of duties, cadre strength and existing pay structure of the post, and appropriate orders may be issued.
  3. Fee-Earned Posts in the Cooperative Department: Referring to the fee-earned posts in the Cooperative Department (FR 127 posts) stated that the expenditure towards pay and allowances of employees working against such posts is met from the fees generated by the concerned institutions and does not constitute a regular financial burden on the Government. Requested that such posts may be examined separately while undertaking cadre reorganisation.
  4. Reduction of the benchmark disability from 70% to 40%: Request that the prescribed percentage/threshold relating to benchmark disability of Rights of Persons with Disabilities (PwDs) may be reduced from 70% to 40%, subject to the applicable statutory provisions.

9. Sri G.V. Satyanarayana, General Secretary, A.P. Upadyaya Sangam

  1. Consideration of Final Seniority: While allocating personnel under the Presidential Order, 2025, the final seniority determined as per the existing rules, may be followed. However, final view of the Association will be informed after discussion with their members.
  2. Equitable Distribution of Vacancies: Requested equitable distribution of vacancies to ensure balanced promotional opportunities for existing employees and future recruits.
  3. Constitute a committee: Request to constitute a committee for finalization of Unified Service Rules.
  4. Fixation of Seniority of Untrained SC/ST Teachers: Requested to determine the seniority of the untrained SC/ST teachers from the date of acquiring qualification instead of their date of appointment.

10. Sri T.V. Phani Perraju, representative of A.P. Typists & Stenographers Association

  1. Consideration of Final Seniority: While allocating personnel under the Presidential Order, 2025, the final seniority determined may be followed as per the existing rules.
  2. Request to mention the cadres and number of posts suppressed when Government Orders issued for suppression of posts
  3. Requested to make provision of positional IDs to the new posts governed by FR 127 terms in the Cooperative Department.
  4. In Alamuru Sub-Division of Konaseema District, 3 mandals were placed in the Rejahmahendravaram. Hence, request to change this Sub-Division Office. Similarly, Guduru Sub-Division.

11. Sri K. Chandra Sekhar, President, A.P. State Disaster Response and Fire Service Association

  1. Consideration of Seniority: While allocating personnel under the Presidential Order, 2025, the seniority as per the G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026 and guidelines may be followed.
  2. Request to reorganise the Constable posts of Jails Department as Zonal cadre posts.

12. Sri B. Seva Nayak President, A.P. Junior Veterinary Officers & Veterinary Livestock Officers Association

  1. Request to follow the seniority as per the G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026 while allocating the personnel under the Presidential Order 2025.
  2. Request to frame the Service Rules to the posts of Veterinary Livestock Officers
  3. Requested implementation of the next higher pay scale under the Automatic Advancement Scheme (AAS) on completion of 12 years of service for eligible Veterinary Livestock Officers, in accordance with the applicable rules.
  4. Request to direct the HoD to consult them before finalisation of the proposals relating to organisation of posts.

13. Sri A.P.S. Naidu, Vice President, A.P. Economics & Statistical Subordinates Association

  1. Request to follow the seniority determined as per the G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026
  2. To fill up Assistant Statistical Officer posts, which are currently vacant.

14. Sri Y. Srinivasa Rao, President, AP PTD National Mazdoor Unity Association

  1. Requested to follow the seniority determined as per the G.O.Ms.No.129, G.A. (SPF&MC) Department, dated 17.07.2026.
  2. Request to direct the HoD to provide proposals relating to cadre organisation to them and also consult them before finalisation.
  3. To continue the operational staff like drivers, conductors, and mechanics who currently operate at a division or district level while the reorganisation of posts under the Presidential Order 2025 as a special case.
  4. Request to relax ban transfers and effect transfers to AP PTD Employees

15. Sri P. Damodara Rao, President, AP PTD Employees Union

  1. Consideration of Seniority: While allocating personnel under the Presidential Order, 2025, the seniority determined as per the existing rules may be followed.
  2. To continue the operational staff like drivers, conductors, and mechanics who currently operate at a division or district level while the reorganisation of posts under the Presidential Order 2025 as a special case.
  3. Request to relax ban transfers and effect transfers to AP PTD Employees
  4. Request to fill up 1,400 vacant posts in AP PTD.

9. The Special Chief Secretary to Govt (SER &HRM), while concluding the meeting has informed the Services Associations that their concerns are noted & that the issues raised would be examined with the provisions of the Presidential Order, 2025 and action taken wherever feasible and thanked all the officials & the representatives of recognized service associations for attending the meeting and giving their views.
