All the RJDSEs, DEOs, APCs, Dy.EOs, DIET Principals, MEOs and Sectoral Officers of District Samagra Shiksha in the State are hereby informed to ensure the conduct of the School Cluster Complex Meeting at the Cluster Complex level on 22-08-2026, from 09:00 AM to 04:00 PM, without any deviation.

Further, from the month of August 2026 onwards, the Cluster Complex Meetings shall be conducted on the 3rd and 4th Saturday of every month, as detailed below.

As per NEP 2020, every teacher is expected to participate in at least 50 hours of Continuous Professional Development (CPD) annually. The NCERT Guidelines on 50 Hours of CPD provide a flexible framework covering face-to-face and other academic and professional activities. In this context, School Cluster Complex Meetings shall serve as an important platform for CPD, enabling teachers to strengthen subject knowledge, pedagogy, lesson planning, assessment practices, TLM preparation and classroom strategies. Accordingly, School Cluster Complex Meetings shall be conducted every month as a regular CPD mechanism.

It is further informed that, henceforth, School Cluster Complex Meetings shall be conducted as full-day programmes, on the 3rd and 4th Saturday of every month, and that the grouping and scheduling details for both Primary (SGT) and Secondary (School Assistant) teachers stand revised as detailed below:

Cluster Complex Meetings for SGTs

  1. Mandals shall not be clubbed for the purpose of SGT Cluster Complex Meetings. The grouping shall be confined within each Mandal.
  2. Within each Mandal, the total number of Cluster Complexes shall be identified, and Clusters that are in geographical proximity to one another shall be paired.
  3. The Cluster Complex meeting venue shall be different for the 3rd Saturday and the 4th Saturday. The meetings shall be conducted at the two different Cluster Schools on alternate Saturdays and shall not be conducted at the same Cluster School on both occasions.
  4. Nearly 50% of the SGTs of the paired Clusters shall attend the Cluster Complex Meeting on the 3rd Saturday, and the remaining 50% shall attend on the 4th Saturday, so as to ensure that no school is left without a teacher on either Saturday.
  5. In the case of a single-teacher school, the CMRT (or) Cluster Teachers (or) Art/ Work/ PET Teachers (Part-Time Instructors) (or) School Assistant (Special Education) (or) Surplus Teachers / Academic Instructors concerned shall be mapped to the concerned single-teacher school and they shall be responsible for the school on the day the regular SGT attends the Cluster Complex Meeting.
  6. The minimum strength for an SGT Cluster Complex Meeting shall be 25 and the maximum shall be 45. Variation from this range shall be permitted only in exceptional cases.

Day-wise Schedule – SGTs (Primary)

Day Participation
3rd Saturday Approximately 50% of the SGTs of each school in the Cluster within the Mandal.
4th Saturday The remaining approximately 50% of the SGTs of each school within the Mandal.
3rd Saturday / 4th Saturday (Any one day only) In the case of any single-teacher schools in the respective complexes, the concerned SGTs shall attend the meeting in their own cluster complex only.

Example for SGTs Cluster Mapping

1. Mandal 'X' has the following Clusters:

  • Cluster A – 34 SGTs
  • Cluster B – 33 SGTs
  • Cluster C – 29 SGTs
  • Cluster D – 30 SGTs
  • Cluster E – 25 SGTs

2. Based on the number of SGTs & the proximity of the mandals, the clusters are to be clubbed within the mandal, as follows:

  • Cluster A & Cluster B
  • Cluster C, Cluster D and Cluster E

3. On the 3rd Saturday, 50% of the SGTs from Cluster A & B will attend the meeting at Cluster A School and the remaining 50% will attend at Cluster B, and the same shall be followed for the 4th Saturday, for the remaining clusters, as follows:

  1. The clusters shall be clubbed suitably, based on the number of SGTs in each cluster, so as to ensure that the number of SGTs allocated to each Cluster Meeting is as nearly equal as possible.
  2. In case there are any single-teacher schools within the clusters, the concerned teachers shall attend the Cluster Complex Meeting of the same cluster on either the 3rd Saturday or 4th Saturday, as applicable, on the day on which the meeting is scheduled for that cluster, irrespective of the distribution indicated in the above example.

Cluster Complex Meetings for Secondary (School Assistants)

  1. For School Assistants (SAs), Mandals shall be clubbed, with a minimum of two proximate Mandals ordinarily clubbed together.
  2. In exceptional cases, such as difficult terrain, agency areas, or a distance exceeding 50 km between two Mandal headquarters, the concerned Mandal may be exempted from clubbing.
  3. Where the strength of SAs in a subject is low, more than two Mandals may be clubbed for viability, provided the clubbed Mandals are in proximity to one another.
  4. The minimum strength for an SA Cluster Complex Meeting for each subject shall be 20 SAs (per subject), and the maximum strength shall be 50 SAs (per subject). Any variation from the prescribed range shall be permitted only in exceptional cases.
  5. The subject combinations for the Cluster Complex Meetings of SAs shall be as follows:
    • (i) Mathematics and Social Studies
    • (ii) Physical Science and Biological Science
    • (iii) Telugu/Minor Languages and Physical Directors
    • (iv) Hindi and English
  6. The Cluster Complex Meeting for the above subject combinations shall be conducted at the identified Cluster School(s) of the clubbed Mandal headquarters, depending upon school capacity and infrastructure.
  7. Where the required infrastructure or transport facilities are not available at the Mandal headquarters Cluster School, the meeting may be conducted at the nearest suitable School in the vicinity of the Mandal headquarters.
  8. All SAs belonging to the concerned Subject from all the clubbed Mandals shall attend the designated Subject Complex Meeting at the identified Mandal Headquarters, irrespective of the Mandal to which the individual SA belongs.
  9. The meetings shall be planned in such a manner that every Cluster Complex HQ School is utilised for conducting meetings, subject to the availability of required infrastructure, capacity and accessibility. Based on the number of teachers and the available strength, the number of Cluster Complex Schools/ meeting venues may be increased to ensure effective conduct of the meetings and optimum utilisation of the available infrastructure.

Schedule of the Cluster Meetings

The School Cluster Complex Meetings shall be conducted as full-day programmes on the 3rd and 4th Saturdays of every month. However, in the event that any of these Saturdays is declared a public holiday, the concerned meeting shall be conducted on the 4th and 5th Saturdays / alternate days, as applicable, in accordance with the indicative schedule given below:

Role of Cluster Headmasters and Resource Persons

  1. The High School Headmaster shall be the Chairman of the Cluster Complex.
  2. The Primary School Headmaster of the concerned Cluster Complex shall be the Secretary of the Cluster Complex.
  3. Two Resource Persons for each subject shall be identified for each Subject-Cluster Complex Meeting, out of which, at least one of the Resource Persons shall be drawn from the concerned Cluster School itself.

Note:

  1. No school shall be closed on the days on which the cluster complex meetings are conducted.
  2. No-Bag Day activities shall continue in the schools as per the schedule issued by SCERT, without interruption.

For the month of August 2026, the Cluster Complex Meeting shall be conducted on 22-08-2026, i.e., the fourth Saturday, for 50% of SGTs and all the School Assistants (SAs) of Non-language subjects, i.e., Mathematics, Physical Science, Biological Science, Social Studies. All concerned officers shall ensure 100% attendance of the participants in all School Cluster Complexes and ensure that the programme is conducted strictly as per the approved agenda and schedule. The remaining SGTs and SAs (Languages & Physical Directors) shall attend the cluster meeting on 5th Saturday i.e., 29-08-2026, as per the schedule mentioned above, without any deviation.

They are further informed that the agenda for the Cluster Complex Meeting for the month of August 2026, i.e., 22.08.2026, for Primary (SGTs) and Secondary (SAs-Non-Languages), is appended in Annexure-I.

Responsibilities of the Cluster Complex Headmasters

  1. Ensure 100% attendance and engagement of teachers.
  2. Ensure availability of digital infrastructure.
  3. Ensure smooth flow of the session as per the schedule communicated.
  4. Ensure that the Resource Persons are designated and pre-informed about the agenda, and that notes are shared with them.
  5. Ensure that the teachers attending the Cluster Complex Meeting submit their feedback form before dispersing.
  6. Ensure prior intimation of the minute-to-minute programme to the participants of the concerned Cluster Complex.
  7. Submit the monitoring format of the meeting convened in their School Complex.
  8. Ensure all teachers bring the relevant textbooks with them when attending the Cluster Complex Meeting.
  9. Ensure that all teachers of Government, Aided and KGBV and residential schools attend the Cluster Complex Meeting.
  10. Ensure the mapping of one responsible person from District Samagra Shiksha to each Cluster.
  11. Ensure the proper functioning of IFPs and internet connectivity at the Cluster Complex.
  12. Ensure that all content-related PPTs and links shared by SCERT are properly utilised during the programme.
  13. Ensure proper accommodation and seating arrangements for the teachers, and water and sanitation facilities.
  14. Ensure the identification of Subject-wise School Assistants and senior SGTs as facilitators, consistent with the Resource Person arrangement above.
  15. The Cluster Complex Secretary shall assist the Cluster Complex Headmaster in monitoring the cluster meeting.
  16. The participants shall reach the concerned Cluster Complex venue by 08:45 AM sharp on the notified Saturday.
  17. Ensure that facial recognition attendance is marked for all teachers of the concerned Cluster Complex.
  18. These instructions are applicable to all Residential Schools in the State and shall be followed strictly without any deviation.

Don'ts in the Complex Trainings

  1. Strict focus on academic activities: no felicitation events, including those related to transfers, promotions, retirements or ceremonial gatherings with shawls or garlands.
  2. Avoid non-academic engagements: no personal celebrations such as birthday parties, social visits, or sightseeing programmes. Leave requests should only be made in case of genuine medical emergencies.
  3. Maintain professional discourse: no discussions related to service matters or personal topics. Any deviation into non-academic discussions shall attract appropriate departmental action.

Key Roles and Responsibilities for Monitoring

1. Regional Joint Directors of School Education

  1. Regional-level supervision of all School Cluster Complexes within the jurisdiction.
  2. Ensure 100% conduct of Cluster Complex Meetings as per schedule and approved agenda.
  3. Review district-wise Cluster Complex performance through periodic meetings with DEOs.
  4. Conduct random/surprise inspections to verify actual functioning and teacher participation.
  5. Identify weak/non-functional Cluster Complexes and ensure corrective action through DEOs.
  6. Monitor the quality of academic activities, teacher professional development and classroom implementation.
  7. Ensure effective coordination among DEOs, APCs, Dy.EOs, DIETs, MEOs and Sectoral Officers.
  8. Ensure follow-up and time-bound action on deficiencies identified during monitoring.

2. District Educational Officer (DEO)

  1. Overall responsibility for effective functioning of all Cluster Complexes in the district.
  2. Ensure 100% conduct of Cluster Complex Meetings as per schedule and approved agenda.
  3. Review Cluster Complex performance through monthly/quarterly reviews.
  4. Undertake random/surprise inspections and identify non-functional/weak Clusters.
  5. Ensure coordination among APC, Dy.EO, DIET Principals, MEOs and Sectoral Officers.
  6. Review consolidated monitoring reports and issue corrective directions.
  7. Ensure Cluster Complexes contribute to improvement in classroom practices and learning outcomes.

3. Additional Project Coordinator (APC), Samagra Shiksha

  1. Monitor implementation of Samagra Shiksha interventions through Cluster Complexes.
  2. Coordinate monitoring by Sectoral Officers and MEOs.
  3. Review programme-wise progress and identify implementation gaps.
  4. Ensure Cluster Complexes are used for effective teacher support and programme convergence.
  5. Place key issues and performance data before the DEO for corrective action.

4. Deputy Educational Officer (Dy.EO)

  1. Monitor Cluster Complexes within the assigned jurisdiction through regular field visits.
  2. Verify attendance, quality of sessions, and implementation of agenda.
  3. Review follow-up action on decisions of previous meetings.
  4. Identify academic and administrative gaps and report to the DEO.
  5. Conduct surprise checks and ensure corrective action.
  6. Consolidate field-level findings for district review.

5. DIET Principal

  1. Provide overall academic leadership and mentoring for Cluster Complexes.
  2. Allocate Cluster Complexes to DIET faculty for academic monitoring.
  3. Review DIET faculty monitoring reports and identify common academic needs.
  4. Ensure subject-specific academic support, demonstration lessons and innovative practices.
  5. Document and disseminate good practices and successful interventions.
  6. Link Cluster Complex monitoring with teacher professional development and learning outcomes.

6. DIET Faculty

  1. Visit assigned Cluster Complexes and provide subject-specific academic support.
  2. Observe quality of teacher learning and classroom-related discussions.
  3. Identify pedagogical difficulties and provide practical solutions.
  4. Review assessment practices, student work and learning gaps.
  5. Support demonstration lessons, TLMs, competency-based pedagogy and remedial strategies.
  6. Submit concise academic monitoring and follow-up reports to the DIET Principal.

7. Sectoral Officers, District Samagra Shiksha

  1. Monitor implementation of their respective programmes/ interventions through Cluster Complexes.
  2. Verify field-level implementation and identify gaps.
  3. Provide technical support within their respective domains.
  4. Coordinate with MEOs and CMRTs for follow-up at school level.
  5. Submit issue-based monitoring reports to the APC/DEO.

8. MEO–I

  1. Ensure that all Primary and Secondary teachers attend the newly mapped Cluster Complexes as per the revised grouping.
  2. Monitor Cluster Complex functioning and school-level academic implementation.
  3. Verify whether Cluster Complex learning is reflected in classroom practices.
  4. Review learning outcomes, assessment, remedial teaching and TLM usage.
  5. Identify schools requiring additional academic support.
  6. Coordinate with DIET Faculty and CMRTs for follow-up.

9. MEO–II

  1. Monitor implementation of Samagra Shiksha programmes and Cluster Complex decisions.
  2. Verify programme records/data and field-level implementation.
  3. Coordinate with Sectoral Officers and CMRTs.
  4. Identify implementation gaps and ensure time-bound corrective action.
  5. Report unresolved issues to the APC/Dy.EO.

10. AMO

  1. Communicate the schedule, date, and agenda to all cluster complexes and ensure that the meetings are held as per the issued schedule and agenda.
  2. Identify resource persons in every complex meeting (primary and secondary).
  3. Coordinate with the visiting officers i.e., DEOs, APCs, DyEOs, DIET Principals, MEOs & Sectoral Officers during the meeting and visit the clusters and ensure 100% coverage of all complexes.
  4. Coordinate with MIS Coordinator for updating the reports.
  5. Submit compliance report to the APC / DEO on the conduct of cluster complex meetings.

11. MIS Coordinator

  1. Maintain updated Cluster Complex-wise monitoring data.
  2. Track attendance, meeting conduct, training participation, and programme progress.
  3. Generate Cluster Complex-wise performance and exception reports.
  4. Identify irregular/low-performing Clusters using data.
  5. Provide evidence for DEO/APC review and corrective action.
  6. Ensure accuracy and timely updating of MIS data.

12. CMRTs

  1. Regularly visit schools under the Cluster Complex.
  2. Provide on-site academic support to teachers.
  3. Monitor implementation of Cluster Complex decisions at school level.
  4. Observe classroom practices and identify learning gaps.
  5. Support teachers in lesson planning, assessment, FLN, TLMs and remedial teaching.
  6. Report critical academic issues to MEO/DIET Faculty and follow up on action taken.

Therefore, all the RJDSEs, DEOs, APCs, Dy.EOs, DIET Principals, MEOs and Sectoral Officers of District Samagra Shiksha, MEO-I & II, and Cluster Complex Headmasters are requested to monitor the Complexes and fill the monitoring format. The Cluster Complex Headmaster shall ensure that the teachers who attend the Cluster Complex Meeting submit the feedback form invariably.

Any laxity in the matter will be viewed seriously, and these instructions shall be followed scrupulously.

Receipt of these proceedings shall be acknowledged.
