Key Directives and Statutory Compliance
- Authorizes the creation of District, Zonal, and Multi-Zonal cadres for specified civil service posts.
- Establishes that defined local cadres act as separate units for appointment, direct recruitment, promotions, transfers, and seniority.
- Mandates a 95% reservation rate for local candidates in direct recruitment roles.
- Overrides conflicting existing service rules and instructs the School Education Department to amend rules and readjust territorial jurisdictions accordingly.
District Cadre Organization
- Consists of 18 specific categories, including Statistical Assistants (DIET), Junior Office Assistants, Laboratory/Library Assistants, Drivers, and various support/maintenance staff.
- Designates the District Educational Officer as the Appointing Authority for all District Cadre roles.
Zonal Cadre Organization
- Encompasses 11 categories, including Mandal Educational Officers (I & II), Deputy Inspectors of Schools, DIET Lecturers, Superintendents, Auditors, and Senior Office Assistants.
- Designates the Regional Joint Director of School Education as the Appointing Authority across all Zonal Cadre roles.
Multi-Zonal Cadre Organization
- Covers 6 higher-level categories: District Educational Officers (DR), Assistant Directors, Deputy Educational Officers, DIET Senior Lecturers, PESC Coordinators, and Open School District Coordinators.
- Designates the Government as the Appointing Authority for District Educational Officers (DR) and the Director of School Education for all other Multi-Zonal posts
