Before You Begin
Before starting the AAS bill preparation, keep the following information ready:
- Service Register
- Current month's pay slip
- DDO particulars
Step 1 — Employee Basic Details
Enter the employee's basic information carefully. The details entered here are used in the generated AAS documents.
| Field | What to Enter |
|---|---|
| Name of the Employee | Full name as mentioned in the Service Register |
| Treasury ID / CFMS ID | Numeric ID, up to 8 digits |
| Department | Education Department or Other than Education Department |
| Designation | Select the applicable designation. For other departments, a free-text option is provided. |
| Office Name and Address | School or office name as it should appear on the orders |
| Mandal / District | Select the applicable district from the AP list |
| Qualification | Example: B.Sc., B.Ed. |
| Passed Required Department Test | Select Yes, No, or Not Needed |
Step 2 — Employee Service & Salary Details
This is the most important section of the utility because the AAS calculation is based on the information entered here. Double-check the dates, service details, increment month and pay information.
Date of Joining in the Present Cadre
Enter the date of joining in the current cadre, not the original date of first appointment.
EOL (Days) in Entire Service
Enter the total Extraordinary Leave days. EOL does not count towards qualifying service and therefore pushes the completion date forward. Enter 0 if there is no EOL.
Pension Type
Select CPS or ZPPF/GPF. For CPS employees, the software calculates the applicable 10% Basic + DA arrear deduction to the CPS account and changes the arrears-sheet heading accordingly.
AGI — Increment Month
Select the calendar month in which the employee's annual increment normally falls. This information drives the month-by-month calculation, so it should be checked carefully.
AAS Eligible Scale
Select the AAS milestone being sanctioned:
- Special Grade (SG) — 6 Years
- SPP-IA — 12 Years
- SPP-IB — 18 Years
- SPP-IIA — 24 Years
- SPP-IIB — 30 Years
Present HRA %
Select the applicable HRA percentage: 10%, 12%, 16% or 24%.
Date of Completion of Service
The software calculates this automatically using the joining date, eligible AAS service period and applicable EOL. The calculated date can be edited if the employee's records show a different date.
Date of Award of AAS
The award date is automatically filled as the next day after the completion date. This is also the date from which arrears start.
Basic Pay — Present
Enter the basic pay shown on the current month's pay slip. The utility calculates the required basic pay at the completion of service separately.
C.C.A. — City Compensatory Allowance
Leave this as Not Applicable unless the employee's place of posting attracts CCA. The available options include HOD Amaravati, GVMC / Vijayawada Municipal Corporation and Other Municipal Corporations.
Current Pay Scale / New AAS Pay Scale
These fields are available for employees belonging to departments other than Education Department, where the scales are selected manually. For Education Department employees, the scales are detected automatically from the cadre.
Next AGI After AAS
Enter the month and year of the first regular increment falling after the AAS award. This information is printed on the Proceedings and does not alter the arrears calculation.
Bill Claim Period Up To
Select the month and year up to which the arrears bill is to be prepared. Arrears start from the AAS award month, and a bill cannot be prepared for a future period.
Step 3 — DDO Particulars for Bill
| Field | Used In |
|---|---|
| R.C. No. and Order Date | Proceedings, STO Letter and AAS Letter |
| Name / Designation of the DDO | All four documents |
| DDO Office Name / Place | Headings and address blocks |
| DDO Qualification | The “Present:” line on the Proceedings |
| STO Place / STO Mandal | The Sub Treasury Officer Letter |
Step 4 — Preview & Download
Before generating the documents, the utility provides a complete preview containing the employee summary, pay fixation and month-by-month arrears projection.
Check These Three Things
- Completion and Award Dates: The award date should be exactly one day after the completion date.
- Worked-Back Basic Pay: Check the present basic, number of increments stepped back and the resulting basic on the completion date.
- First Row of Arrears: If the AAS award falls in the middle of a month, the first row is proportionate. Basic, DA, HRA and CCA are reduced proportionately where applicable.
Months marked [AGI] indicate the months in which the annual increment falls due and the basic pay steps up on both the present and AAS tracks.
Documents Generated by the Software
After verifying the preview, the software provides the documents required for the AAS process:
- AAS Letter to DDO — Employee's request letter asking the DDO to sanction the scale.
- Proceedings — DDO's sanction order in A4 portrait format.
- STO Letter — Covering letter addressed to the Sub Treasury Officer.
- Arrears Sheet — Month-by-month arrears bill in A4 landscape format.
- Form 47 — Front and back.
- Form 49 — Increment Certificate.
Important: Clear the Data After Completion
After downloading the required documents, click Done — Clear This Data. This is particularly important when using a shared or office computer because it clears the employee's name, ID, pay details and other entered information before the next person uses the utility.
