AP SSA CRC Grants 2026-27 Utilisation Guidelines, Cluster Complex Grants Guidelines Samagra Shiksha AP CRC Grants 2026-27 – The State Project Director, Samagra Shiksha, Andhra Pradesh, has issued instructions for the utilization of Cluster Resource Centre (CRC) Grants for the Academic Year 2026-27. 

 The AP SSA CRC Grants 2026-27 Utilisation Guidelines, Cluster Complex Grants Guidelines proceedings cover CRC Grant 2026-27, Maintenance Grant, TLE/TLM Grant, Meeting and Travel Grant, Contingency Grant, CRC expenditure guidelines, school visits, cash book, vouchers, stock register and PRABANDH portal expenditure reporting. A total of Rs.1,825.85 lakhs has been provided across 2,809 cluster units for the 2026-27 academic year.

Samagra Shiksha AP CRC Grants 2026-27 – Overview

The State Project Director, Samagra Shiksha, Andhra Pradesh, has issued proceedings regarding the utilization of Cluster Resource Centre Grants for the Academic Year 2026-27. The proceedings were issued vide Rc.No.2893127/SS-15024/22/2025-SAMO-SSA, dated 02-10-2026.

According to the proceedings, Cluster Grants have been released for 2,809 cluster units. The grants are divided into four major components: Maintenance Grant, TLE/TLM Grant, Meeting and Travel Grant and Contingency Grant.

1. Maintenance Grant – Rs.15,000/-

A Maintenance Grant of Rs.15,000/- is provided for maintenance and repair of various facilities, equipment and assets at the Cluster Resource Centre.

The grant can be utilized for maintenance or repair of the following:

• Computers
• Printers
• Fans
• Furniture
• Electrical works
• Plumbing
• Toilet building and related maintenance
• Roof maintenance
• Painting and whitewashing
• Maintenance of existing equipment/assets

2. Grant of TLE/TLM – Rs.20,000/-

A grant of Rs.20,000/- is provided for Teaching Learning Equipment/Teaching Learning Material (TLE/TLM) and related requirements.

• Purchase of TLM
• Lab equipment
• Miscellaneous requirements

3. Meeting and Travel Grant – Rs.15,000/-

A Meeting and Travel Grant of Rs.15,000/- is provided for conveyance and related travel requirements connected with school visits.

CRMT School Visits: Conveyance allowance for school visits to CRMTs is allowed at Rs.40/- per school, with a minimum of 10 school visits per month.

Cluster HM School Visits: Conveyance allowance for school visits to Cluster HMs is allowed at Rs.80/- per school. All schools in the cluster shall be completed every month.

4. Contingent Grant – Rs.15,000/-

A Contingent Grant of Rs.15,000/- can be utilized for office and other incidental expenditure as specified in the proceedings.

• Purchase of stationery
• Postage expenses
• Telephone expenses
• Electricity expenses
• Cleaning expenses
• Books, periodicals, magazines and newspapers
• Transport charges of TLM kits/SRKVM etc.
• Purchase of office furniture/equipment
• Other incidental office-running expenditure

Grant Utilization and Financial Records

The proceedings prescribe the following requirements for maintaining records relating to the utilization of CRC Grants:

• Details of sanctioned grants and expenditure should be recorded in the Cash Book from time to time.
• Receipts and Utilization Certificates (UCs) should be stored in voucher files.
• Purchased goods should be recorded in the Stock Register.
• The Ledger, Cheque Book, Pass Book and Bank Statements shall be maintained in full detail in all matters relating to financial activities.

Key Performance Indicators (KPI)

The proceedings state that Key Performance Indicators (KPI) are linked with:

• Visits
• Capacity-building programmes
• Teaching hours of teachers in the cluster complex

Expenditure Upload on App and PRABANDH Portal

The District Education Officers and Additional Project Coordinators of Samagra Shiksha in the State have been requested to ensure that expenditure is incurred strictly as per the prescribed norms.

They are required to upload the estimation and expenditure details in the app developed by the State. The expenditure details must also be uploaded on the PRABANDH portal without fail.
