MRC Grant Utilization Guidelines 2026-27. Samagra Shiksha Andhra Pradesh has issued important MRC Grant Utilization Guidelines 2026-27 for the utilization of MRC Grants, BRC Grants and URC Grants during the academic year 2026-27. 

The MRC Grant Utilization Guidelines 2026-27 proceedings provide detailed instructions regarding Maintenance Grant, TLE/TLM Grant, Meeting and Travel Grant, Contingency Grant, expenditure records, cash book, voucher files, stock registers and uploading of expenditure details on the PRABANDH portal. A total amount of Rs.543.20 Lakhs has been distributed to districts towards MRC Grants at the rate of Rs.80,000 per MRC. These guidelines are useful for Mandal Education Officers, Samagra Shiksha officials and other concerned education department authorities.

MRC Grants 2026-27 - Overview

1. Maintenance Grant - Rs.20,000/-

The Maintenance Grant of Rs.20,000/- may be utilized for maintenance and repair of the following items:

• Computers
• Printers
• Fans
• Furniture
• Electrical works
• Plumbing
• Toilet building
• Roof maintenance
• Painting
• Whitewashing
• Maintenance of existing equipment/assets

2. TLE/TLM Grant - Rs.10,000/-

The TLE/TLM Grant of Rs.10,000/- may be utilized for educational and teaching-learning resources.

• Reference books
• Library books
• Magazines
• Newspapers
• Purchasing of TLM
• Lab equipment
• Miscellaneous requirements

3. Meeting and Travel Grant - Rs.30,000/-

An amount of Rs.30,000/- is provided towards Meeting and Travel Grant.

• FTA @ Rs.1,000/- per month to each MEO (MEO 1 & MEO 2).
• FTA is intended for the minimum monthly school visits as per the approved tour programme of the District Education Officer.
• Expenses on review meetings with Headmasters and other stakeholders.
• Miscellaneous expenditure related to meetings and travel.

4. Contingent Grant - Rs.20,000/-

The Contingent Grant of Rs.20,000/- may be utilized for the following office and operational requirements:

• Purchase of stationery and postage.
• Telephone, electricity and cleaning expenses.
• Books, periodicals, magazines and newspapers.
• Transport charges of TLM kits/SRKVM etc.
• Purchase of office furniture/equipment.
• Other incidental office-running expenditure.

MRC Grant Utilization and Record Maintenance

The proceedings prescribe specific requirements for maintaining records relating to the sanctioned grants and expenditure.

• Details of sanctioned grants and expenditure should be recorded in the cash book from time to time.
• Receipts and UCs should be stored in voucher files.
• Purchased goods should be recorded in the stock register.
• The Ledger, Cheque Book, Pass Book and Bank Statements shall be maintained in full detail.
• All financial activity records relating to management of the grants should be properly maintained.

Key Performance Indicators (KPI)

The proceedings also mention Key Performance Indicators (KPI) linked with visits, capacity-building programmes and teaching hours of teachers in the Mandal.

Uploading of Expenditure Details

The District Education Officers and Additional Project Coordinators of Samagra Shiksha are requested to ensure that expenditure is incurred strictly as per the prescribed norms.

• Estimation and expenditure details should be uploaded in the app developed by the State.
• The expenditure details must be uploaded on the PRABANDH portal without fail.
• Expenditure should be made only as per the prescribed guidelines and norms.
