Overview of the Government Order Municipal Corporation Teachers Local Cadres
The Government has examined the proposals submitted by the Human Resources (School Education) Department for organisation of all classes of civil posts relating to Municipal Corporation Schools. In exercise of the powers conferred under Paragraph 3 of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, the Government has approved the organisation of these posts into District and Zone cadres.
The District and Zone, as applicable, will be separate units for purposes including appointment, recruitment, discharge, seniority, promotion, transfer and other service matters in accordance with Paragraph 5(1) of the Presidential Order, 2025.
The extent of reservation for local candidates in direct recruitment to posts covered by the order will be 95 percent, as specified in the Presidential Order, 2025.

Whereas, the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 was published by the Government of India and subsequently republished in the Andhra Pradesh Gazette.
Whereas, the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 was published in the Gazette of India and came into force with effect from 15.12.2025, superseding the earlier order of 1975.
The Government republished the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 in the Andhra Pradesh Gazette as the Presidential Order, 2025. All Departments and authorities are required to comply with and follow its provisions.
As per Paragraph 3 of the Presidential Order, 2025, the State Government is required to organise classes of posts in the civil services and civil posts under the State into different local cadres for different parts of the State in each Department.
Paragraph 14 of the Presidential Order, 2025 provides that its provisions shall not apply to certain posts, including posts in the Andhra Pradesh Secretariat, offices of Heads of Departments, Special Offices or establishments, State-level offices or institutions, and specified police posts in Commissionerates located in the Capital area.
Proposals were called for from all Departments of the Andhra Pradesh Secretariat for organisation of posts into District, Zonal and Multi-Zonal cadres in terms of Paragraph 3 of the Presidential Order, 2025.
The Human Resources (School Education) Department furnished proposals for organisation of all classes of civil posts relating to Municipal Corporation Schools.
After careful examination of the matter and in exercise of the powers conferred under Paragraph 3 of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, the Government hereby approve and organise the classes of posts in the civil services and classes of civil posts under Municipal Corporation Schools under the School Education Department into District and Zone cadres, as specified in the Annexure to this Order, including posts that may be sanctioned from time to time.
Effect of District and Zonal Cadre Organisation
Consequent upon the organisation of posts, the District and Zone, as the case may be, shall be separate units for:
- Appointment
- Recruitment
- Discharge
- Seniority
- Promotion
- Transfer
- Other service matters
The Appointing Authority for the organised posts shall be as specified in the Annexure appended to the Government Order.
The reservation for local candidates in direct recruitment to the posts to be filled by direct recruitment shall be 95 percent, as specified in the Presidential Order, 2025.
Amendment of Service Rules
The provisions of the Presidential Order, 2025 shall have overriding effect over the existing Service Rules, Rules or statutes to the extent of any inconsistency.
Therefore, the Municipal Administration and Urban Development Department, the Human Resources (School Education) Department and the concerned Head of Department shall take immediate action for amendment of relevant Service Rules in conformity with the approved scheme of organisation of local cadres.
The Departments shall also take necessary action to readjust territorial jurisdictions wherever required, based on the unit of appointment and in accordance with these orders.
