In the reference second read above, Government revised the rates of Dearness Allowance (DA) by 3.144% for the employees of the Government of Andhra Pradesh, from 30.392% to 33.536%, with effect from 01.01.2019.
The DA arrears arising out of the DA enhancement with effect from 01.07.2018, ordered in the reference first cited, have been paid to employees in January 2026. In respect of the subsequent enhancement of DA with effect from 01.01.2019, ordered in the second reference cited, bills have been raised by the DDOs in the system.
Various service associations have represented that some employees have not received the DA arrears of DA from 01.07.2018, as the DDOs have not raised the bills related to DA arrears in part or in full. It has also been represented that bills related to DA arrears from 01.01.2019 have not been raised for all employees or for the full amount due. It was requested that the billing facility for the DA Arrears module in CFMS be reopened to facilitate submission of such pending claims for the remaining eligible employees. Accordingly, the matter has been examined by the Government.
After careful consideration, Government hereby instructs the Director of Treasuries and Accounts to coordinate with the Chief Executive Officer, Andhra Pradesh Centre for Financial Systems and Services (APCFSS), to reopen the DA Arrear module in Nidhi payroll to facilitate submission of pending claims in cases where the respective DDOs did not raise bills relating to the DA revisions effective from 01.07.2018 and 01.01.2019, ordered in the first and second references read above, respectively, subject to the instructions contained in this Circular Memo.
Instructions for Submission and Verification of Claims
The reopening of the module shall be solely for enabling submission of eligible DA arrear claims that have not been preferred earlier. The Drawing and Disbursing Officer (DDO) concerned shall bear the sole responsibility for verifying the admissibility of each claim and ensuring that no duplicate or double claim is preferred or payment made in respect of either of the above DA revisions. The following instructions shall be scrupulously followed while preferring and processing the claims:
- Verification of previous claims and payments: The DDO shall verify whether the DA arrears relating to each revision have already been claimed, processed, or drawn, either wholly or partly, and ensure that claims are restricted to the admissible amounts remaining unpaid. Where a bill has already been submitted and is pending for payment, the same shall not be submitted again through the reopened module.
- Retired or deceased employees: In respect of retired or deceased employees, the DDO shall specifically verify whether the admissible DA arrears have already been claimed or disbursed to the employee or the eligible family member/legal heir, as applicable, and ensure that no duplicate claim is preferred. Treasury officers are mandated to verify the LTA bills paid to a deceased employee before processing such claims.
- Claims previously processed through HCM: Where claims relating to either or both DA revisions have previously been processed through the HCM module in CFMS, the DDO shall verify the relevant records and payment particulars before submitting a claim, to prevent duplication of claims and double payments. A report containing employee-wise details of claims already preferred has been made available in Nidhi payroll to the DDOs and Treasury Officers to facilitate such verification.
- No claim for foreign-service period: No DA arrear claim shall be preferred in respect of the period during which the employee was on foreign service.
- Non-Drawal Certificate: If the employee was not on the rolls of the current DDO during the claim period, the DDO shall prefer the claim only after obtaining a Non-Drawal Certificate.
- Service particulars and admissible amount: The DDO shall verify the service particulars, eligibility, relevant period, and admissible amount of arrears with reference to the applicable Government Orders, rules, and supporting records before submitting the bill. The claims shall be processed in accordance with the applicable instructions, including G.O.Ms.No. 161, Finance & Planning (FW.TFR) Department, dated 27.04.1991, wherever applicable.
- Responsibility for correct claims: The DDO shall exercise due diligence and ensure that no duplicate, excess, or inadmissible claim is submitted. Any loss to the Government arising from incorrect certification, negligence, or failure to undertake the prescribed verification shall entail appropriate disciplinary and/or criminal action, as warranted, in accordance with APCCA Rules and other relevant rules.
Instructions to Departments and Heads of Departments
All Secretariat Departments and Heads of Departments are requested to issue necessary instructions to the DDOs under their administrative control to ensure strict compliance with the above instructions. They shall ensure that the facility is utilized exclusively for the submission of eligible pending claims relating to the DA revisions covered by this Circular Memo and that adequate checks are exercised to prevent duplicate or double claims.
