The Andhra Pradesh School Education Department has issued Memo No. ESE02-14/179/2026-EST4-CSE, dated 07-10-2026, regarding the constitution of District Medical Boards for verification of employees claiming benefits under preferential categories in the implementation of the Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order 2025.

Memo ESE02-14/179/2026 Overview

The Government of Andhra Pradesh issued the Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order 2025 and notified certain preferential categories to be considered during allotment of employees to respective local cadres. Certain preferential categories require verification and certification by a Medical Board.

As directed by the Director of Medical Education, Andhra Pradesh, District Medical Boards are to be constituted in the concerned Government General Hospitals during the period from 08-10-2026 to 16-10-2026. These Medical Boards will verify the claims of employees seeking the benefit of the preferential categories notified under G.O.Ms.No.129, GA (SPF&MC) Department, dated 17-07-2026.

Constitution of District Medical Boards

The Director of Medical Education, Andhra Pradesh, has directed the Superintendents of Government General Hospitals in the State to constitute District Medical Boards during the period from 08.10.2026 to 16.10.2026.

The Boards will verify employees claiming benefits under the preferential categories specified in G.O.Ms.No.129, GA (SPF&MC) Department, dated 17.07.2026, to facilitate the smooth and timely implementation of the allotment process under PO 2025.

Who Should Attend the Medical Board?

The School Education Department has directed the Regional Joint Directors of School Education and District Educational Officers to facilitate the concerned employees to appear before the constituted Medical Boards.

The instructions cover the following employees of the School Education Department:

  • Teachers
  • Head Masters
  • Mandal Educational Officers (MEOs)
  • District Deputy Educational Officers (DYEOs)
  • Non-teaching staff

These employees may appear before the concerned Medical Board for examination and verification of their claims under the specified preferential categories.

Preferential Categories Covered

As mentioned in the memo, the Medical Boards will facilitate verification of employees claiming benefits under the following preferential categories notified in G.O.Ms.No.129, GA (SPF&MC) Department, dated 17-07-2026:

a) Employees having dependent mentally challenged children
b) Employees themselves suffering from specified ailments

The ailments are listed in the following order of priority:

  1. Cancer
  2. Major Neurosurgery
  3. Kidney Transplantation
  4. Liver Transplantation
  5. Open Heart Surgery

Documents to be Produced Before the Medical Board

Employees appearing before the constituted Medical Board are instructed to bring their original documents and certificates issued by the concerned hospitals relating to the claimed disease or preferential category.

Important: The memo specifically instructs employees to appear before the concerned Medical Board along with their original documents and certificates given by the hospitals. 

Role of RJDSEs and DEOs

All Regional Joint Directors of School Education and District Educational Officers in the State have been directed to coordinate with the concerned Medical Superintendents of the Government General Hospitals regarding constitution of the District Medical Boards and the verification schedule.

They are required to facilitate the concerned teachers, Head Masters, MEOs, DYEOs and non-teaching staff to appear before the Medical Boards for medical examination and verification of their preferential category claims.
