ORDER:
In the G.O. first read above, the Andhra Pradesh Educational Service Rules were issued and subsequently, amended in the G.Os second and third read above.
2. In the G.O. fourth read above, Government accorded permission to take up the direct recruitment of the 50% of the total District Educational Officer vacancies (14 DEO posts) through Direct Recruitment by the APPSC in the ensuing Group-I Notification, as per the amendment to the AP Educational Service Rules, 1998.
3. In the reference fifth read above, the Director of School Education, duly justifying the need for revising the qualification criteria for Direct Recruitment to the post of District Educational Officer, has submitted a proposal to the Government for certain amendments to the Andhra Pradesh Educational Service Rules, 1998, to notify mandatory professional training and academic qualifications for persons appointed by Direct Recruitment as District Educational Officers (DR).
4. Government, after careful examination of the matter have accepted the proposal of the Director of School Education and accordingly decided, to issue amendments to the Andhra Pradesh Educational Service Rules, 1998 issued in G.O. first read above.
5. Accordingly, the following Notification will be published in the Extraordinary issue of A.P. Gazette, dated:19.09.2026.
NOTIFICATION
In exercise of the powers conferred by sub-sections (1) and (2) of section 78 read with section 99 of the Andhra Pradesh Education Act, 1982 (Act 1 of 1982), the Government hereby make the following amendments to the Andhra Pradesh Educational Service Rules, 1998 issued in G.O.Ms.No.505, Education (Services-I) Department, dated 16.11.1998 and as subsequently amended:
The Notification shall be deemed to have come into force with effect on and from 15.09.2026.
AMENDMENT
In the said rules,-
(1) in Rule 2, under Class-II, for Category-1, the following shall be substituted, namely,-
“CATEGORY-1: District Educational Officer/District Educational Officer (DR), Deputy Director.
Note: The designation of “District Educational Officer (DR)” is transitional and shall remain in existence only until the concerned DEO (DR) is placed as District Educational Officer.”.
(2) in the Annexure to Rule-6, in the table against Class-II and Category1, for the words and expressions under Columns 3 & 4, the following shall be substituted, namely,-
| “By Direct Recruitment to the District Educational Officer (DR):: | Must hold a Bachelor's Degree of any University in India established or incorporated by or under a Central Act, Provincial Act or State Act, or an institution recognised by the University Grants Commission, or an equivalent qualification. Note-1: Every person appointed by Direct Recruitment to Category-1 of Class-II shall be required to successfully complete, within the period of probation, a Postgraduate Diploma in School Education Leadership and Administration (PGD-SELA) of two years' duration, specifically designed for Educational Officers. Note-2: A person appointed to Category-1 of Class-II, by direct recruitment shall, during the period of probation, be designated as “District Educational Officer (DR)” and shall draw the notified entry scale of pay. On satisfactory completion of probation and PGD-SELA, he/she shall be placed in the DEO scale of Pay. |
| By Promotion: | 1. A Graduate Degree in any subject and a Graduate degree in Education. 2. Service of one year as Deputy Educational Officer”. |
(3) in Rule 10 “TRAINING AND APPOINTMENT”, in sub rules 1,2,3 and 8, for the words and expressions “Category- 1 of Class II and Category- 1 of Class III” wherever occurred, the following shall be substituted, namely,-
“Category- 1 of Class III”
(4) under Rule 10 “TRAINING AND APPOINTMENT”, after sub rule (8), following new sub rule (9) shall be added, namely,-
“(9). District Educational Officer (DR):
Every person appointed by Direct Recruitment to Category-1 of Class-II shall, during the period of probation, successfully complete a specially designed mandatory two-year Postgraduate Diploma in School Education Leadership and Administration (PGD-SELA). The Diploma shall be conducted/awarded by a recognised University or other institution specifically notified by the Government.
The probation of a directly recruited DEO shall be declared satisfactorily completed only upon: (i) satisfactory service during the probation period; (ii) successful completion of the PGD-SELA; (iii) passing of prescribed departmental examinations/tests;
Failure to complete the Diploma within the stipulated period shall entail extension of probation and such other consequences as may be notified.
A person appointed to Category-1 of Class-II, by direct recruitment shall, during the period of probation, be designated as “District Educational Officer (DR)” and shall draw the notified entry scale of Pay. On satisfactory completion of probation and PGD-SELA, he/she shall be placed in the DEO scale of Pay.
In addition, every such officer shall acquire, within five years from the date of appointment, Postgraduate Degree in Education or in such other relevant discipline as may be specified by the Government.
Failure to acquire the Postgraduate Degree prescribed under clause (v) above, within five years shall entail such consequences, including withholding of further career progression/promotion.
Every person appointed by Direct Recruitment to Category-1 of Class-II shall be required to undergo a course of Administrative Training for a period not exceeding six months in such manner as may be notified by the Government.
Every person who has been selected for appointment by direct recruitment to the service in Category 1 of Class II, shall execute an agreement in the proper form, with two sureties binding himself/herself,-
to pursue two-year Postgraduate Diploma in School Education Leadership and Administration (PGD-SELA) and Administrative Training.
to serve in the Education Department for a period not less than 3 years; and
to refund to the State Government the entire amount drawn by him/her as pay and other allowances, if he fails to fulfil either of the conditions in clauses (a) and (b) above.”

ORDER:
In the G.O. first read above, Government introduced 50% Direct Recruitment to the post of District Educational Officer (Category-1, Class- II) through the Andhra Pradesh Public Service Commission and 50% by Promotion, by amending the Andhra Pradesh Educational Service Rules, 1998.
2. In the G.O. second read above, Government have created (15) District Educational Officer (DEO) posts and accorded permission to take up the Direct Recruitment of the 50% of the total posts of the District Educational Officer and to notify 50% of the total District Educational
Officer vacancies (14 DEO posts) through Direct Recruitment by Andhra Pradesh Public Service Commission, in the ensuing Group-I Notification.
3. In the reference 3rd read above, the Director of School Education has requested the Government to issue orders for notifying the scale of pay of the directly recruited DEO with that of Deputy Collector Pay Scale, to facilitate Direct Recruitment through Group-I Services of APPSC.
4. In the G.O. fourth read above, Government issued orders organizing the classes of posts/civil posts under the control of Director of School Education, A.P. into District, Zonal and Multi-Zonal cadres, as per which, the post of District Educational Officer (DR) is organized as Multi-Zonal cadre post.
5. In the G.O. fifth read above, Government have issued orders including the post of “District Educational Officer (DR)” in Category-1 of Class-II of Andhra Pradesh Educational Service Rules, 1998, duly amending the said Service Rules.
6. Government, after careful examination of the matter have accepted the proposal of the Director of School Education and accordingly decided, to notify the initial entry scale of pay of directly recruited “District Educational Officer (DR)” at the same level as the scale of pay of the Deputy Collector post @ Rs. 61,960/--1,51,370/-.
7.Accordingly, the following Notification will be published in the Andhra Pradesh Gazette:
NOTIFICATION
In exercise of the powers conferred by sub-sections (1) and (2) of Section 78 read with section 99 of the Andhra Pradesh Education Act, 1982 (Act 1 of 1982), the Government hereby issue orders assigning the initial entry scale of pay of Rs. 61,960/- -1,51,370/- to the post of directly recruited “District Educational Officer (DR)”, which shall be the same as the scale of pay applicable to the post of Deputy Collector.
The Notification shall be deemed to have come into force with effect on and from 15.09.2026.
8. This order issues with the concurrence of the Finance (HR.II) Department, vide their U.O.No. FIN01-HR0PDPP(RRD)/57/2023-HR-II (2048818), Dt. 13.09.2026.
