Govt of AP Finance Department has extended the Last for the Arrear Bills prior to Bifurcation to 28th Feb 2015. Actually The Last Date  was given as 20th Jan 2015. But Due to large amount of Bills at Treasury regarding the Arrear Bills Treasury Department has extended the Time.

  1. In the G.O. 3rd read above, orders were issued for completion of the submission and passing of arrear bills pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh by 31.12.2014 and further extended up to 20.01.2015 vide G.O. 4th read above. 
  2. 2. In the reference 5th read above, the AP NGO’s Association brought to the notice of the Government that, still there are cases for clearance and employees are facing difficulty due to expiry of time limit. 
  3. 3. Government, after careful consideration of the matter, hereby extend the period of submission and passing of bills of arrears and other claims pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh i.e. prior to 02.06.2014,up to 28th February, 2015.
  4. 4. All departments shall comply with the above orders to clear such claims.

The attention of all the District Educational Officers in the State are invited to the references cited, and further informed that, as per School Academic Calender 2014-15 pertaining to High Schools the pre-final annual examinations for Class IX and X Students are to be conducted from 14-2-2015 to 25-2-2015.

GO.4 One Month Basic Pay as Advance for Employees, Pensioners in Visakha District

  1. In the reference read above, the Joint Action Committee of Employees, Teachers, Workers and Pensioners of AP, has stated that, the employees, Teachers of all categories and Pensioners residing in Visakhapatnam District were also affected by the cyclone and the properties of employees like houses, vehicles and Agricultural lands were also damaged. Therefore the Association has requested the Hon’ble C.M to grant one Month Basic Pay as “pay advance” to the employees, Teachers, Workers and Pensioners working in Visakhapatnam District. There was a convention that Government used to extend the financial support by way of pay advance during such calamities. The Pay advance will be recovered in 10 equal monthly instalments.
  2. 2. Government after careful examination of the matter, hereby order to sanction of one Month basic pay to the employees Teachers and workers and pensioners working in the Visakhapatnam District. The advance shall be recovered in 10 equal monthly instalments from the monthly salaries of the employees which shall commence from the following month in which the advance is sanctioned. The concession is admissible up to three months from the date of issue of the orders and it will cease to be in existence thereafter. An entry has to be made in the service book of the employee regarding sanction of the advance.
  3. 3. The expenditure on payment of advance under this order shall be debited to the Head of Account 7610-Loans to Government Servants etc., 800-Other Advances – SH(80)-Other Advance – 001-Other Advances.
  4. 4. The concerned Heads of Departments are requested to take necessary action accordingly.

This is the tenth annual report. ASER is the largest annual household survey of children in rural India that focuses on the status of schooling and basic learning. ASER 2014 reached 577 districts and 16,497 villages, and about 570,000 children in the age group 3-16 were surveyed in just over 340,000 households. JAC discussions with Group of Ministers on PRC - JAC Demands on PRC

On 13th Jan 2015, JAC Joint Action Committee of Employees, Teachers, Workers and Pensioners, Andhra Pradesh  has wrote a letter to the Convener of Group of Ministers on PRC
Ref:- Govt. Lr. No. 247/01/A1/HRM.V/2015-3, Fin. (HRM.V) Dept., dated 08.01.2015.
  • The Hon'ble Minister for Finance has convened a meeting with the Employees Associations on Implementation of the 10th PRC at 2.00 P.M. on 13.01.2015 in the Chambers of Minister for Finance & Planning, A.P. Secretariat.
  • In this connection, JAC has discussed the matter in detail in the JAC Executive Committee Meeting held on 12.01.2015 at APNGO's Home, Hyderabad and decided to discuss with the Group of Ministers on the following issues. 

JAC Demands on PRC 2014

  1. 1) Minimum Pay has to be raised from Rs.13,000/- to Rs.15,000/- and maximum pay from Rs. 1,10,850/- to 1,37,600/-.
  2. 2) The JAC expressed dissatisfaction on the recommendation of 29% Fitment by the PRC. The JAC is of the opinion that 69% is appropriate to the present inflation rates.
  3. 3) The PRC has to be implemented w.e.f. 01.07.2013 with all monetary benefits.
  4. 4) The services of Contract employees and Full Time Contingent Workers has to be regularised.
  5. 5) The HRA payable with in peripheral distance of 8 Kms. has to be enhanced to 15 Kms.
  6. 6) The maximum Increment rate of 2.33% has to be raised to 2.832%.
  7. 7) Gratuity has to be enhanced up to Rs.15.00 Lakhs instead of Rs.12.00 Lakhs.
  8. 8) Restoration of Commuted portion of Pension paid after 12 years instead of present 15 years.
  9. 9) District Headquarters, viz., Machilipatnam, Sr'ikakulam & Chittoor have to be allowed HRA@ 20% irrespective of Population.
  10. 10) The Bad Climate Allowance for the employees working in Agencies has to be restored.
  11. 11) The Pay Scales of Common Categories, i.e., Junior Asst., Senior Asst., Superintendent has to be raised on par with Secretariat Staff since the qualifications and work nature are one and the same. 
  12. 12)180 days Maternity leave to the Contract and Outsourcing employees has to be  provided with Pay and Allowances. 
  13. 13) All employees who are drawing salary from Government has to be provided salaries under 010 Head of Account duly bringing under roof by changing system of  Grant-in-Aid etc. 
  14. 14) The Pay Revision has to be implemented to all State Govt. Employees including  Public Sector Undertakings and Gurukula Vidyalayas, Co-operative Societies etc. 
  15. 15) The superannuation age to State Govt. employees has to be extended to all State Govt. Organisations like Public Sector, Grandhalaya Samsthas, Gurukulas. Societies etc.which were not already enhanced.

Govt of AP Memo.No.20214/PE-Ser.I/2009 Dated 4.1.2010 Provision of Preservation of Earned Leaves  E.Ls as per FR 82 to the Teachers drafted for Election Duty during Summer or any Vacation or Election related work during summer. Generally Teachers are most commonly being drafted for Election related work like Election Duties,Revision of Electoral Rolls etc. If any Teaching Staff is drafted for these Election Relation work during Summer or any Vacation then ELs can be preserved as per the Ratio under FR 82 and as per the instructions of DSE. Though this is Old Memo, it has significant importance.

ORDER:
  1. In the G.O.read above, Government have issued orders declaring 16.01.2015 (Friday), as Optional Holiday on account of KANUMA. Government have decided to change the Optional Holiday declared on 16.01.2015 (Friday) as General Holiday instead of Optional Holiday declared earlier on account of Kanuma. 
  2. The Government, hereby accordingly change the Optional Holiday declared on 16.01.2015 (Friday) to General Holiday on the occasion of KANUMA.
  3. Accordingly, the following notification is issued and shall be published in the extraordinary Gazette of Andhra Pradesh:

The Volume-I of The 10th Pay Revision Commission Report for Andhra Pradesh by PRC Commissioner P.K. AGARWAL, I.A.S., (Retd.) has been released by Govt of AP. For Review of Pay Scales of Govt Emploayees the Government of Andhra Pradesh constituted the Tenth Pay Revision Commission Vide G.O.Ms.No.95, G.A. (Spl.A)Department,dated: 28.2.2013. The Govt also appointed Sri Pradip Kumar Agarwal, IAS (Retd) as Pay Revision Commissioner.The constitution of a Pay Commission, at regular intervals, is necessitated to examine the pay structure of employees and to revise it based upon the changing requirements. The expectation of the employee community is that their pay should be increased by the Government from time to time keeping in view the increase in the cost of living, increased expectations with regard to life style and in the case of the retired government servants the increase in life span with consequent problems arising out of age related problems.

  1. In the reference 3rd read above, orders were issued for completion of the submission and passing of arrear bills pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh i.e. 02.06.2014 by 31.12.2014. 
  2. 2. In the reference 4th read above, the Pay and Accounts Officer, Hyderabad has requested to extend the period stating that many departmental officers are approaching him for submission of such bills pending with them. 
  3. 3. Government, after careful consideration of the matter, hereby extend the period of submission of bills of arrears and other claims pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh i.e. 02.06.2014 up to 10th January 2015 and bills should be passed by 20th January 2015.

Rc.No.59/A841/2014 Dated: 30-12-2014  Sankranti Holidays to Primary, Upper Primary and High Schools in the Andhra Pradesh State for the academic year 2014-15-Orders-Issued-Reg.
  1. The attention of the District Educational Officers and Regional Joint Director of School Education in the State are informed that the SANKRANTI holidays to all the Primary ,Upper Primary and High Schools in the state for the academic year 2014-15 is from 10-01-2015 to 18-01-2015. The schools should reopen on 19-01-2015.
  2. Therefore, the District Educational Officers and Regional Joint Director of School Education concerned are requested to issue necessary instructions to all the Head Masters of Primary ,Upper Primary and High Schools under their jurisdiction. 
  3. The above instructions should be followed scrupulously. This has got the approval of the Commissioner of School Education, A.P., Hyderabad.
